answer	answer is ministerial correction date of answer 31/01/2019 answer text <p>The UK is committed to achieving Sustainable Development Goal 14 – preventing and significantly reducing marine pollution of all kinds. Marine litter is a global issue affecting every region of the world’s oceans and therefore needs global action. To achieve this goal we are working through a number of organisations and multilateral organisations.</p><p>We played a leading role within the G7 to drive ambitious action under the Ocean Plastics Charter in 2018 which has secured support from 16 governments and 20 businesses and organisations.</p><p>In April 2018 the Prime Minister launched the Commonwealth Clean Ocean Alliance, an action group under the Commonwealth Blue Charter that takes action on marine plastic pollution. Led by the UK and Vanuatu, 24 Commonwealth country members of the CCOA have pledged ambitious action to tackle plastic pollution. The CCOA is supported by a package of UK aid of up to £66.4m, which will provide technical assistance and boost much needed research and innovation to stop plastic entering the marine environment in the first place.</p><p>In the Polar Regions, the UK has maintained strong involvement in finalising the environmental aspects of the Polar Code, through the International Maritime Organization (IMO) and Protection of the Marine Environment Working Group (PAME). The Polar Code includes mandatory measures covering pollution prevention from various wastes. A seven year transition period will make sure there is a gradual transition from the current system to the new.</p><p> </p><p>It will be for a future Northern Ireland Executive to determine its own policy. Those selected for the first phase of testing will help us to test critical elements and building blocks of the new system.</p><p> </p><p>The 50 proposals we are taking forward are based around four broad themes:</p><p> </p><ul><li><p>Testing how the land management plan will work with different groups, sectors and geographies. We will explore what information, tools and support land managers will need to develop the plan and who would be involved.</p></li><li><p>Area based approaches looking at the way in which local priorities can be determined at different spatial scales.</p></li><li><p>How we value and pay for natural capital so the new schemes reward farmers and land managers for the true value of delivering the environmental benefits.</p></li><li><p>The role of new or innovative delivery mechanisms such as payment by results and reverse auctions.</p></li></ul><p> </p><p>Thirty-five of the proposals we are taking forward in phase one have a specific regional focus or bounded geographic interest:</p><p> </p><ul><li>The North</li><li>The Midlands</li><li>Anglia</li><li>The South and South East</li><li>The South West</li></ul><p> </p><p>The number of farmers and land managers to be involved in each Test and Trial are extremely variable and not known at this stage. answer	answer is ministerial correction date of answer 29/01/2019 answer text <p>Over 80% of Defra’s agenda is affected by the UK’s departure from the European Union and as a result many roles across the Defra group are now supporting EU exit-related work, either directly or indirectly.</p><p> </p><p>As at 31 December 2018, the Defra group had recruited over 2,700 staff including fixed term appointments, interims and staff redeployed from elsewhere. Of these, circa 15 roles were on secondment. answer	answer is ministerial correction date of answer 01/02/2019 answer text <p>The Government set out its commitment to accelerating the move to consistency in materials collected for recycling in the 25 Year Environment Plan which was published in January 2018. Our resources and waste strategy ‘Our Waste, Our Resources: A Strategy for England’ was published in December 2018 and contains details on how we plan to do this. Subject to consultation we will legislate to allow Government to specify a core set of materials to be collected by all local authorities and waste operators. We will consult on which materials should comprise this core set, and which collection systems would be most effective at preserving material quality.</p><p> </p><p>The Government is committed to making recycling easier for everyone. Consistency in recycling will mean that householders in England will be less confused about what can be recycled and therefore have more confidence in recycling. answer	answer is ministerial correction date of answer 01/02/2019 answer text <p>The Government has committed in its Resources and Waste Strategy to reform the current packaging producer responsibility system, including measures to incentivise producers to make better, more sustainable decisions at the design stage and point of manufacture.</p><p> </p><p>At the Autumn Budget, the Chancellor announced a new tax on plastic packaging with less than 30% recycled content.
