answer	answer is ministerial correction date of answer 19/06/2014 answer text <p> </p><p>In March 2013 the Timber and Timber Products (Placing on the Market) Regulations were introduced in the UK. The regulations implement the EU Timber Regulation, which aims to prevent the trade of illegally harvested timber in the EU by:</p><p> </p><p> </p><p> </p><ul><li>prohibiting the placing of illegally harvested timber and timber products on the EU market for the first time;</li><li>requiring operators who place timber products on the market for the first time to exercise ‘due diligence'; and</li><li>requiring traders to keep records of their suppliers and customers in order to facilitate the traceability of timber products through the supply chain.</li></ul><p> </p><p> </p><p> </p><p> </p><p>The UK also provides financial and in-country support to the Voluntary Partnership Agreement (VPA) process between the EU and timber producing countries under the EU Forest Law Enforcement, Governance and Trade (FLEGT) Action Plan. Once VPAs are in operation, EU-bound timber exports will be issued with FLEGT licences which guarantee the timber's legality.</p><p> </p><p> </p><p> </p><p>In addition, the import of a number of endangered hardwood species into the UK is controlled under the Convention on International Trade in Endangered Species of Fauna and Flora (CITES) licensing system. It was implemented in the UK by the Timber and Timber Products (Placing on the Market) Regulations in March 2013.</p><p> </p><p> </p><p> </p><p>Guidance on how UK operators and traders can comply with the EU Timber Regulation, including the list of products that are in scope of the regulation, is available at: <a href="http://www.gov.uk/eu-timber-regulation-guidance-for-business-and-industry" target="_blank">www.gov.uk/eu-timber-regulation-guidance-for-business-and-industry#guidance</a>. answer	answer is ministerial correction date of answer 18/06/2014 answer text <p> </p><p>We consulted on proposals for changes to the regional direct payment rates in October 2013, and announced our decision in December to align the payment rates in relation to the lowland and severely disadvantaged areas (SDAs). We also said that we would undertake further analysis and consultation on the appropriate payment rate for the moorland region. We received several contributions to the analysis from stakeholders, and consulted further through the Direct Payments Consultative Group and other forums. Our decision in April confirmed that the payment rate in the moorland will be increased by approximately the same cash amount as the uplift previously announced for the rate in the rest of the SDA. answer	answer is ministerial correction date of answer 19/06/2014 answer text <p> </p><p>Implementing safety regulations in farm yards is the responsibility of the Health and Safety Executive (HSE). The HSE recognises agriculture as a priority industry and has a programme for measurable and sustainable changes to the industry's health and safety performance.</p><p> </p><p><strong> </strong></p><p> </p><p>The regulation of slurry storage is a devolved matter. In England it is controlled by the Water Resources (Control of Pollution) (Silage, Slurry and Agricultural Fuel Oil) Regulations 2010 (the SSAFO regulations), with the Environment Agency as the main regulator. From this year the Rural Payments Agency (RPA) is including slurry storage in its cross compliance inspections. Both the RPA and Environment Agency work closely with the HSE on farm safety.</p><p> </p><p><strong> </strong></p><p> </p><p>Slurry storage and management in England has been reviewed recently by a Joint Industry and Government Working Group and this included a review of the SSAFO regulations.
