Defra has, however, worked with the British Alpaca and Llama Societies on the design and promotion of a TB testing regime that includes voluntary routine surveillance. answer	answer is ministerial correction date of answer 21/10/2015 answer text <p>During negotiations of the reforms the UK Government argued for a fair and balanced outcome for all parts of the sugar industry. Disappointingly, there was insufficient support from other Member States to secure the necessary changes on imports to allow the cane sector to compete on a level playing field with the beet sector. However, we remain committed to working with the European Commission to address this issue through forthcoming EU trade agreements and other measures as required.</p><p>As part of this strategy, Defra Ministers pressed the EU Agriculture Commissioner to prioritise sugar imports as part of the recent EU negotiations with South Africa. Those negotiations have now completed and include enhanced market access for sugar imports which we expect to be available when the trade deal is signed and ratified next year. The UK also supports duty free and quota free (DFQF) imports of sugar from Least Developed Countries (LDC) through the EU’s Everything But Arms scheme and from African, Caribbean and Pacific (ACP) countries which have signed Economic Partnership Agreements. Continued access to DFQF sugar from Fiji was secured last year through application of their trade deal with the EU. Earlier this year, improvements were made to the Animals Act 1971 in relation to fly-grazing horses to enable horses left on other people’s land, without the landowner’s permission, to be removed more quickly. We have included the Riding Establishments Acts 1964 and 1970 in a review of animal establishment related licensing that my department is currently undertaking. Biocontrol methods have been considered in the past but suitable candidates from the plant’s native range have not been found.</p><p>Giant hogweed is, however, listed on schedule 9 and subject to section 14 of the Wildlife and Countryside Act 1981, which makes it an offence to plant, or cause this species to grow, in the wild. We have already committed over £2 billion since 2011 in transport measures to improve air quality. On 12 September we launched a public consultation on our draft revised Air Quality plans for nitrogen dioxide, which set out a range of local, national and European actions to lower levels of harmful emissions. The consultation closes on 6 November 2015.</p><br /><p>Government departments and agencies work together to prioritise action and offer the best advice to vulnerable groups to help mitigate the health effects of air pollution. The Government intends to review the statutory <em>Code of Practice for the Welfare of Gamebirds Reared for Sporting Purposes</em> next year. answer	answer is ministerial correction date of answer 20/10/2015 answer text <p>Defra commissioned research, published in 2012, to evaluate the implementation of the Soil Protection Review (SPR). The research took the form of a telephone survey of 800 claimants, with 30 in-depth interviews across a sample of farms by region, farm type and size.</p><br /><p>Following recommendations by the Farming Regulation Task force, a review of the SPR was conducted. In January 2015, new national standards for agricultural soils under cross compliance were introduced.
