answer text
The Government published the air quality plan for nitrogen dioxide (NO2) on 17 July 2017. This sets out the Government’s approach to reducing concentrations of NO2 across the UK. The plan states that due to the highly localised nature of the problem, local knowledge will be crucial to solving pollution problems in these hotspots. The Government has therefore provided an additional £255 million in funding to help these local authorities develop plans which will deliver targeted action to address pollution hot spots, including areas surrounding schools if necessary.

There are a range of measures local authorities can implement as part of their plans such as retrofitting buses or changing road layouts, including introducing Clean Air Zones should they consider this an appropriate solution. Local authorities already have the powers required to introduce Clean Air Zones under the Transport Act 2000. A framework was published in May this year which provides guidance on the approach local authorities should take to the introduction of Clean Air Zones.

answer text
The Government is not intending to introduce a national framework for Low Emission Zones but will introduce one for Clean Air Zones, the consultation for which was launched on 13 October. Clean Air Zones encompass the Low Emission Zone approach. They discourage the more polluting vehicles from entering the zone but they also focus wider action to improve air quality and accelerate the transition to a low carbon, low emission economy.
more like this

answer text
The national air quality plan for nitrogen dioxide we published last December set out that we would consult on a framework for Clean Air Zones later this year.

Clean Air Zones encompass the Low Emission Zone approach of discouraging access to more polluting vehicles but will also act as a focus for integrating wider action to improve air quality. For example, they will bring together action to accelerate the transition to ultra low emission vehicles and innovative approaches to improving air quality and will support local growth.

The framework will be non-statutory guidance which will set out the important principles that need to be consistent in how Clean Air Zones should be implemented, such as which vehicle standards to apply. In this way it will seek to ensure that Zones are implemented in the same way by local authorities across England.
more like this
