answer	answer is ministerial correction date of answer 13/11/2023 answer text <p>There is no data source which enables a direct comparison of higher education (HE) participation for each UK nation due to differences in data coverage and methodology.</p><p>The most consistent measure available is the 18-year-old entry rate published by UCAS, which measures the proportion of 18-year-olds in the population that have been accepted to full-time undergraduate HE through UCAS. The data shows changes in the entry rates over time. However, around a third of young full-time undergraduate provision in Scotland (mainly full-time undergraduate provision at further education colleges) are not included in UCAS’s figures and so do not allow for a consistent comparison of HE participation with Scotland.</p><p>The latest UCAS data can be found at: <a href="https://www.ucas.com/data-and-analysis/undergraduate-statistics-and-reports/statistical-releases-daily-clearing-analysis-2023" target="_blank">https://www.ucas.com/data-and-analysis/undergraduate-statistics-and-reports/statistical-releases-daily-clearing-analysis-2023</a>.</p><p>Alternative measures of participation which cover all HE are calculated by each of the UK nations. However, there are differences in methodology, such as differing coverage of pupils included in the measure and different age ranges for participation in HE. A HTQ will usually take one to two years to complete.</p><p>The department does not collect data on the number of HTQ applicants. We do collect data on course enrolment, which is published as part of the Higher Level Learners in England official statistic. answer	answer is ministerial correction date of answer 14/11/2023 answer text <p>The department recognises the important role that small to medium-sized enterprises (SMEs) play in creating apprenticeship opportunities, particularly for younger people and those in disadvantaged areas.</p><p>The department is increasing investment in apprenticeships to £2.7 billion by 2024/25. This funding will support apprenticeships in all employers, including SMEs where we continue to pay at least 95% of their training costs.</p><p>The department currently funds 100% of the training and assessment cost for apprentices aged 16-18 who are employed by businesses with fewer than 50 employees. We think it is right that we target this additional financial support at the smallest employers with limited capacity to support young apprentices.</p><p>The department recognises that employers of all sizes may need additional support to take on younger apprentices and we continue to provide £1,000 to both employers and training providers when they take on apprentices aged under 19. Employers are also not required to pay anything towards employees’ National Insurance for all apprentices aged up to 25.</p><p>In addition, the department is supporting SMEs to take on as many skilled apprentices as they need. Providers who do not have degree-awarding powers are not eligible but can still follow the Charter’s principles.
