answer text <p>Cooking and nutrition are taught as part of the design and technology programme of study for Key Stage 1 to 3 in the National Curriculum. The National Curriculum is compulsory in maintained schools and can be used as a benchmark by academies and free schools.</p><p> </p><p>Within the programme of study, pupils are taught about food and nutrition and how to cook a range of healthy and nutritious meals. They are equipped with knowledge about healthy eating, what is meant by a balanced diet as well as how to feed themselves and others affordably and well.</p><p> </p><p>In September 2016, we also introduced a new GCSE in Food Preparation and Nutrition. The new GCSE enables pupils to acquire an understanding of the scientific principles behind food and nutrition, and use a number of practical cooking techniques to prepare and cook food. The first exam in this new qualification will be in summer 2018.</p> more like this

answer text <p>The UK allocation from the Fund for European Aid to the Most Deprived (FEAD) was €3.94m for the 2014-20 period. In 2014, the Government indicated that because the UK allocation from the fund is deducted from our European Social Fund and European Regional Development Fund allocations, it would minimise the adverse impact on those funds by taking the lowest possible allocation.</p><p> </p><p>In 2014, the Government announced that its FEAD allocation would be used to expand breakfast club provision in deprived areas in England. The Department for Education received interim funding of €433,912.60 in 2014 in advance of the scheme commencing. This is the only payment we have received.</p><p><br>After we had publicly committed to the scheme in 2014, the European Commission began detailed discussions on the regulations which govern how the money can be spent. It has since become clear that our original vision for how to use this funding cannot comply with the European Commission’s eligibility requirements for the fund. We are therefore discussing with other government departments how we can best apply this money before 2020.</p><p> </p><p>The Government has delivered significantly higher funding for breakfast clubs than that envisaged by the FEAD. DfE ran a two year £1.1m programme which ended in March 2016 which saw breakfast clubs implemented in 184 schools with a high proportion of disadvantaged pupils. In the 2016 Budget, the Chancellor announced further funding of £10m a year to set up breakfast clubs in up to 1600 schools. The new scheme will commence from September 2017 and support schools and pupils most in need.</p>

Member for Manchester Central on 1 December, the Department for Education is working closely with the Department for Work and Pensions, other Government departments and other interested parties to establish new criteria for determining entitlement to benefits-related Free School Meals as the roll-out of universal credit (UC) progresses. No decision has been taken yet, and our proposals on this matter will be announced in due course. As an interim measure, all pupils whose parents are in receipt of UC are currently entitled to free school meals.</p> more like this

answer text <p>We want to make it as simple as possible for schools and local authorities to determine eligibility for free school meals (FSM).</p><p>We understand that some local authorities have found this approach can be an effective tactic. However, it does not provide a complete or sustainable solution to automatic registration for FSM. We do not consider further legislation to be necessary for this particular approach.</p><p>To support FSM registration, the department provides an online eligibility checking facility; and a model registration form for schools to use within their enrolment process.</p><p>The department is exploring what opportunities exist in the longer term to make FSM registration processes more efficient.</p> more like this

answer text <p>School playing fields are protected by Section 77 of the School Standards and Framework Act 1998. Schools and local authorities must obtain the Secretary of State’s approval before they can dispose of their land. Applications to dispose of school playing fields are considered by the school playing fields advisory panel, and are approved only when it is demonstrated that the application meets published criteria. I am aware of an application by Wirral Metropolitan Borough Council to seek approval to dispose of part of the playing fields at the closed Rock Ferry High School. The application is currently being processed by officials at the Education Funding Agency, who have sought further detail from the council about the proposal. The application can only be considered when sufficient information is available to enable the panel and the Secretary of State to assess where the capital receipt of the sale of the land will be spent and whether a local Residents’ Association will manage the remaining field for local use. The Secretary of State will consider the recommendation of the panel before making her final decision.</p>

Some projects are deferred, withdrawn or cancelled, and some schools have closed. Deferral or cancellation can be for a variety and sometimes a combination of reasons, but overall it will have been because the department did not believe the free school trust was ready to open a free school offering a good or better education.</p><p>Contributory factors include a lack of site or building, insufficient pupil recruitment, under-developed leadership and/or governance arrangements. In each case, decisions will have been based on the progress of the project or school, and will have balanced the risk of opening on the original date, or remaining open, against all the elements needed to be in place for a successful school.</p><p>In the case of open free schools, they will have closed because they were not delivering a good or better education.</p><p><strong><br /> </strong></p>
