answer	answer is ministerial correction date of answer 06/04/2018 answer text <p>Information on the number of missing incidents of looked after children in each of the last three years by their placement type has been published in Table G1 of the statistical release ‘Children looked after in England including adoption: 2016 to 2017’ at <a href="https://www.gov.uk/government/statistics/children-looked-after-in-england-including-adoption-2016-to-2017" target="_blank">https://www.gov.uk/government/statistics/children-looked-after-in-england-including-adoption-2016-to-2017</a>.</p><p>Information on the number of missing incidents of looked after children by provider and the distance from the placing authority are provided in the attached table. In 2016/17, missing incidents were reported for 10,700 children, some of whom will have multiple missing incidents.</p><p>This information was collected for the first time in 2014-15 and so figures for earlier years are not available.</p><p>These statistics are experimental statistics based on data collected for the first time in 2015 and should be treated with caution as local councils’ recording of this information is improving over time. The figures are therefore not comparable between years and any assessment of trends should take this into account. In addition, the £4.4 billion Priority School Building Programme is rebuilding or refurbishing school buildings in the very worst condition across the country. Local authorities, academy trusts and others responsible for school buildings conduct their own assessments of condition so that they can prioritise investment of capital funding to meet local needs.</p><p> </p><p>The Department is undertaking the Condition Data Collection (CDC) programme, the successor to the Property Data Survey (PDS) programme, which is expected to be completed in autumn 2019. CDC will provide a high-level assessment of the building condition of all state-funded schools and will inform our approach to capital funding. He will also be supported by a reference group which will provide expertise on the school system and perspectives of pupils more likely to be excluded. Recruitment of PhD students is the responsibility of higher education providers. Research councils can provide training grants to support students once they are in post.</p><p> </p><p>Postgraduate doctoral loans will be made available from academic year 2018/19 and provide a £25,000 loan to doctoral students to contribute to the cost of their studies. These loans will help support those who face financial barriers to undertaking a doctorate qualification. answer	answer is ministerial correction date of answer 16/04/2018 answer text <p>For the funding year 2018 to 2019, the schools block of the Dedicated Schools Grant is ring-fenced and local authorities can only transfer up to 0.5 per cent of their schools block funding to another block, if they have the approval of their schools forum. Local authorities were only required to submit a request to my right hon. Friend, the Secretary of State if they wished to transfer more than 0.5 per cent out of the schools block, and/or if they did not receive support from the schools forum.</p><p> </p><p>Decisions have been made on 27 requests, the attached table details the outcome of each request, categorised by the percentage transfer. There are no outstanding requests to transfer funding from the schools block to the high needs block.</p><p> </p><p>Each request was assessed against the factors published in paragraph 122 of the schools revenue funding 2018 to 2019 operational guide available at: <a href="https://www.gov.uk/guidance/pre-16-schools-funding-guidance-for-2018-to-2019" target="_blank">https://www.gov.uk/guidance/pre-16-schools-funding-guidance-for-2018-to-2019</a>. answer	answer is ministerial correction date of answer 29/03/2018 answer text <p>All state funded schools, including academies and free schools, have the same responsibilities with regard to children with special educational needs and disability (SEND). This includes admitting all children whose Education, Health and Care (EHC) plan names the school and using their best endeavors to make the provision required to meet the special educational needs of those pupils.</p><p> </p><p>The School Admissions Code also requires children and young people with SEND to be treated fairly and prohibits admission authorities refusing admission to a child who has SEND but does not have an EHC plan because they do not feel able to cater for those needs.
