answer text <p>Maintained nursery schools (MNSs) make a valuable contribution to improving the lives of some of our most disadvantaged children. There is a presumption against their closure. This does not mean that they can never close, but if they do, any replacement provision must be of equal quality, preserve expertise and be more accessible and convenient for parents.</p><p>Whether or not a MNS closes is a matter for local authorities, but the presumption against their closure includes a duty on local authorities to assess whether the alternative provision available is of equal or greater quality. Closure arrangements, such as the transfer of children and staff, are for local authorities to manage and the Department for Education is not involved in them.</p> more like this

answer text <p>Local authorities are responsible for assessing supply and demand for childcare and ensuring that there are sufficient places available for working parents locally.</p><p> </p><p>Whether a maintained nursery school (MNS) closes or not is a matter for local authorities, but they should have regard to statutory guidance when deciding to close one, which includes consultation with all those who have an interest. The department is in regular contact with local authorities and the MNS sector.</p><p> </p><p>I announced on 28 February that the government would extend the supplementary funding paid to local authorities, by approximately £24 million. This enables them to fully fund MNSs for the whole of the 2019/20 academic year. What happens after September 2020 will be determined by the next Spending Review, informed by research we have published on the services, costs and quality of MNSs: <a href="https://www.gov.uk/government/publications/maintained-nursery-schools-contribution-to-early-years-provision" target="_blank">https://www.gov.uk/government/publications/maintained-nursery-schools-contribution-to-early-years-provision</a>.</p>

answer text <p>Over the five-year period to 2019-20, councils have access, through the Local Government Finance Settlement, to over £200 billion to deliver local services, including children’s services. Core spending power has increased from £45.1 billion in 2018-19 to £46.4 billion in 2019-20. For Sunderland, this means an increase in core spending power of £235 million in 2018-19 to £239 million in 2019-20.</p><p>In addition to this, the Autumn Budget announced a further £410 million in 2019-20 for local authorities to invest in adult and children’s social care services.</p><p>The Department for Education (DfE) made an investment of £2.4 million towards the creation of Together for Children (TfC), the company responsible for delivering children’s services in Sunderland, which has started to make an impact on improving children’s services. In addition, we are supporting TfC to develop projects which will help to deliver better quality services for the children and families of Sunderland.</p><p>DfE are working closely with the Ministry of Housing, Communities and Local Government on the review of relative needs and resources to develop a robust, up-to-date approach to funding distribution for children's services at local government finance settlements.</p><p>The government will continue to work closely with the sector to consider long-term children’s services funding as part of the upcoming Spending Review.</p><p> </p>

answer text <p>English Hubs Programme funding covers English Hub activity, as well as central aspects of the programme, including the English Hubs Council and (from 2019/20) the English Hubs Training Centre. Each hub will receive up to £261,044 in 2018/19. Additional funding of approximately £49,000 in 2018/19 covers hub school induction events and English Hubs Council engagement for all hubs. Each hub will engage with up to 85 schools this year, a total of 2,720 schools.
