answer text <p>The Chair of the Social Mobility Commission met with ministers and officials across government in preparing the State of the Nation 2019 report. Ahead of its publication, my right hon. Friend, the Secretary of State for Education and the Chair met to discuss the report.</p><p>My department welcomes the reports' thorough analysis, which shines a light on where government, businesses and employers can continue raising the bar for everyone living in this country. We will be taking the recommendations seriously.</p><p>We are supportive of the important work that the Social Mobility Commission carries out to promote social mobility across the United Kingdom, which is why my department asked it to launch a £2 million research and evidence fund to identify and spread best practice. The first phase of this is now underway.</p> more like this

answer text <p>Widening access and participation in higher education is a priority for this government. Everyone with the capability to succeed in higher education should have the opportunity to benefit from a university education, regardless of background or where they grew up.</p><p> </p><p>This year, record rates of English 18 year olds, including those from disadvantaged backgrounds, have entered full-time university. However, more could and should be done. That is why in our recent guidance to the Office for Students, we asked them to continue in its efforts to secure greater and faster progress in ensuring that students from disadvantaged and under-represented groups can access and successfully participate in higher education, including at the most selective providers.</p><p> </p><p>In addition, a new transparency condition requires higher education providers to publish application, offer, acceptance, non-continuation and attainment rates by socio-economic background, gender and ethnicity. It will provide greater transparency and help drive fairness on admissions and outcomes.</p><p> </p><p>Prior attainment is a critical factor, and the government has asked higher education providers to take on a more direct role in helping to raise attainment in schools as part of their outreach activity. All providers are expected to help raise attainment and support school improvement, including through school sponsorship and by establishing new state schools.</p><p> </p>

answer text <p>Figures for the number of people aged 16-19 not in employment, education or training (NEET) are not available at unitary authority or constituency level.</p><p>The Department for Education’s definitive estimates for young people aged 16-18 NEET in England are published in the National Statistics release ‘Participation in education, training and employment’. This can be found here <a href="https://www.gov.uk/government/collections/statistics-neet" target="_blank">https://www.gov.uk/government/collections/statistics-neet</a>. These estimates cannot be disaggregated to lower level geographies.</p><p>The Department for Education also publishes estimates for England and the English regions based on quarterly Labour Force Survey (LFS) data. However, due to sample size limitations in the LFS data, it is not possible to produce reliable estimates at unitary authority or constituency level.</p><p>Local authority level NEET estimates for England are published annually as transparency data from the department’s National Client Caseload Information System (NCCIS). For young people aged 16-17, local authorities are required to monitor the extent to which they are meeting their duty to participate in education or training through the NCCIS and figures for 2016/17 and 2017/18 are provided in the table attached. Prior to 2016/17, young people aged 18 were also tracked by local authorities and figures for 2013/14 to 2015/16 are also provided in the table attached.</p><p>It should also be noted that there is a break in the time series as figures prior to 2016/17 had an adjustment applied to the NEET figures to include those whose activity was not known who were likely to be NEET. Post 2016/17 this adjustment was no longer applied and the NEET figures include all people whose activity was not known (in order to incentivise local authorities to better track their young people); as a result, these figures should be interpreted with caution.</p><p>Estimates for academic year 2017/18 are published here: <a href="https://www.gov.uk/government/publications/neet-and-participation-local-authority-figures" target="_blank">https://www.gov.uk/government/publications/neet-and-participation-local-authority-figures</a>.</p><p>Data prior to 2018 can be found here: <a href="https://www.gov.uk/government/publications/neet-data-by-local-authority-2012-16-to-18-year-olds-not-in-education-employment-or-training" target="_blank">https://www.gov.uk/government/publications/neet-data-by-local-authority-2012-16-to-18-year-olds-not-in-education-employment-or-training</a>.</p><p>Also available are national statistics showing the destinations of pupils after key stage 4 (i.e. year 11, usually aged 16) and key stage 5 (after A levels or other level 3 qualifications, usually aged 18). It also shows the percentage of students who do not sustain their activity and can be used as an approximation for numbers NEET. Time series data by local authority and parliamentary constituency covering destination years 2010/11 to 2016/17 is available as part of the additional and underlying data from the statistics page.</p>

answer text <p>The Education and Skills Funding Agency (ESFA) and its predecessor body, the Education Funding Agency, handles complaints about open academies and free schools. The ESFA cannot change the decision of an academy or free school about a complaint but will review whether the academy or free school considered the complaint properly, in line with its procedures. Where the ESFA identify a concern, they will ask the academy or free school to reinvestigate the complaint or change its procedures.</p><p> </p><p>From 11 September 2015 to 10 September 2018, the ESFA received 6886 complaints about academies and 347 complaints about free schools. Currently the ESFA's systems require the manual interrogation of records in order to identify the number of upheld complaints.</p><p> </p><p>The ESFA were able to quickly refer many of these complaints back to the complainant, as they had not exhausted fully the academy’s complaint procedures.
