As a result of the national curriculum review, the Government revised the programmes of study to ensure pupils are taught the core knowledge of citizenship at Key Stages 3 and 4. The new programmes of study came into effect in September 2014.</p><p>The programmes of study are designed to prepare pupils to play a full part in society, and are organised around core knowledge about democracy, government, and how laws are made and upheld. On 4 December 2017, the Government published the green paper, Transforming Children and Young People’s Mental Health Provision. We are consulting on proposals which will be supported by over £300 million of funding.</p><p> </p><p>Up to £95 million of this money will be used to fund training for Designated Senior Mental Health Leads in schools, which will cover effective ways to establishing a whole school approach to promoting and supporting good mental health.</p><p> </p><p>Schools also need access to trained and clinically supervised support for pupils with mental health issues. The Government will provide £215 million over three years to fund new clinically supervised Mental Health Support Teams to work closely with designated senior mental health leads in schools to provide evidence based help for pupils with mild to moderate mental health needs. It will also support mental health awareness training for all schools. This preventative approach will provide earlier intervention, to help prevent mental health problems from developing. We will consider the responses to the consultation carefully and will continue to refine our analysis as our policy on this matter develops.</p><p>Currently around 1.1 million of the most disadvantaged children are eligible for and claim a free nutritious meal. This government provides significant funding to ensure the most disadvantaged children receive free school meals. <br> <br> Under our proposals, no existing recipients of free school meals should lose their entitlement following the introduction of new eligibility criteria. We have proposed protection arrangements to ensure that every pupil who is eligible and receiving free school meals at the point at which the criteria are changed (or any claimants who gain free school meals during the rollout of Universal Credit) should be protected against losing their meals whilst Universal Credit is fully rolled out nationally. In addition, any protected pupils who are still receiving free school meals once the Universal Credit transition is complete would continue to receive protection until the end of their current phase of education.</p><p>In our proposed net earnings threshold, we estimate that around 50,000 more children will become entitled to free school meals than at present, enabling us to target support towards a greater number of families on low incomes. answer	answer is ministerial correction date of answer 27/04/2017 answer text <p>Following the reforms to the funding system in 2012, real progress continues to be made in widening participation in higher education. The proportion of young people from disadvantaged backgrounds going into higher education has risen from 13.6% in 2009 to 19.5% in 2016.</p><p>As a result of the funding changes and the increased income available to universities, with universities forecasting income growth of £2.3bn by 2020 from their planned expansion of student places, there is an expectation that HE providers should take more responsibility for widening participation.</p><p>Through access agreements universities expect to spend £833.5 million in 2017/18 on measures to improve access and success for students from disadvantaged backgrounds. This is up significantly from £404 million in 2009.</p><p>Subject to the passage of the Higher Education and Research Bill we are further strengthening our approach to widening participation by:</p><p> </p><p>o Establishing the Office for Students (OfS), which will have a statutory duty to consider the promotion of equality of opportunity in relation to access and participation.</p><p>o Introducing a Transparency Duty requiring providers to publish application, offer, drop-out and attainment rates of students broken down by ethnicity, gender and socio-economic background.</p><p>o Ensuring that activities aimed at student retention success and progression in are included in within Access and Participation Agreements.</p><p>o Enabling the provision of alternative student finance consistent with the principles of Islamic finance.</p> answering member constituency Orpington answering member printed Joseph Johnson question first answered 27/04/2017 08:14:55 answering member 4039 label Biography information for Lord Johnson of Marylebone

We are investing £1 billion extra every year for the early years entitlements, including over £300 million a year to increase the hourly funding rates for 2, 3 and 4 year olds. The Early Years National Funding Formula (EYNFF) allocates this investment fairly and transparently, so that early years providers, including nurseries, can deliver free childcare on a sustainable and high-quality basis. From April 2017, 80% of local authorities will see increases in their funding rates for 3 and 4 year olds, and all will receive increases in their hourly rates for 2 year olds. The EYNFF allows local authorities to use a quality supplement in their local formulas to recognise workforce qualifications.
