answer	answer is ministerial correction date of answer 11/05/2020 answer text <p>The government is committed to ensuring critical workers and vulnerable children have access to childcare during the COVID-19 outbreak, and that the childcare market is able to recover afterwards to enable parents with young children to return to work. Friend, the Chancellor of the Exchequer in August 2019, provided an 8 pence an hour increase in rates for the 2-year-old entitlement and also for the vast majority of areas for 3- and 4-year-old entitlement for 2020-21 - which we subsequently announced in October 2019. It has also maintained funding rates for 2020-21 for the small number of authorities which have been protected from large drops to their funding as a result of the “loss cap”.</p><p>Details of this increased funding, broken down by individual funding stream and across local authorities, was published in December 2019 and can be found at the link below:</p><p><a href="https://skillsfunding.service.gov.uk/single-funding-statement/latest/dedicated-schools-grant/download-funding/2020-to-2021" target="_blank">https://skillsfunding.service.gov.uk/single-funding-statement/latest/dedicated-schools-grant/download-funding/2020-to-2021</a>.</p><p>This publication does not have ‘budget headings’ other than columns naming the entitlements by age group, along with columns for the Disability Access Fund (DAF) and the Early Years Pupil Premium (EYPP).</p><p>The funding allocations for local authorities are based on actual take up of the entitlement hours. However, data on maintained nursery schools (MNS) are published as part of statistics on local authority and school expenditure. They show that in 2017-18, there were 80 MNS in deficit. Funding decisions, including the services provided, spend and how to manage deficits, are a matter for the relevant local authority and MNS to agree.</p><p>MNS make a valuable contribution to improving the lives of some of our most disadvantaged children. They experience costs that other providers do not, and we are providing local authorities with around £60 million a year in supplementary funding to enable them to protect MNS’ funding.</p><p>This arrangement is due to end in March 2020, and what happens after that will be determined by the next Spending Review. answer	answer is ministerial correction date of answer 01/03/2017 answer text <p>We are increasing spending on childcare support to over £6 billion per year by 2019-20. We are investing £1 billion extra every year for the early years entitlements, including over £300 million a year to increase the hourly funding rates for 2, 3 and 4 year olds. The Early Years National Funding Formula (EYNFF) allocates this investment fairly and transparently, so that early years providers, including nurseries, can deliver free childcare on a sustainable and high-quality basis. From April 2017, 80% of local authorities will see increases in their funding rates for 3 and 4 year olds, and all will receive increases in their hourly rates for 2 year olds. The EYNFF allows local authorities to use a quality supplement in their local formulas to recognise workforce qualifications. answer	answer is ministerial correction date of answer 15/09/2016 answer text <p>The Government is investing over £1 billion more per year by 2019-20 to fund our commitments on the early years entitlements – this includes £300 million per year from 2017-18 for a significant increase to the hourly rate paid for the two, three and four year old entitlements. We are currently consulting on proposals for an early years national funding formula to ensure this funding is fairly allocated, and I would encourage the Honourable Member and his constituents to submit their views.</p><p> </p><p>The Early Years Foundation Stage sets staffing and qualification requirements for early years providers and allows settings to operate without an Early Years Teacher.
