We have invested in strong and clear communications on the 30 hours offer, including on the cross government website, Childcare Choices (<a href="http://www.childcarechoices.gov.uk" target="_blank">www.childcarechoices.gov.uk</a>), which clearly sets out how and when a parent can access a place.</p><p>Parents who are eligible for 30 hours but do not apply for any reason are eligible for the universal 15 hour per week early education entitlement. The termly deadline for the 30 hours offer has been made clear to local authorities, providers and parents, and the department expects parents to adhere to these deadlines to ensure they are able to access a 30 hours place for their child.</p><p> </p><p>The government has invested in strong and clear communications on the 30 hours offer, including a cross government website, Childcare Choices, which clearly sets out how and when a parent can access a place: <a href="http://www.childcarechoices.gov.uk" target="_blank">www.childcarechoices.gov.uk</a>. The department recognises that some applications may be delayed in the childcare service, that is why we have put in place a 14-day discretionary period for those parents who applied in time but received a code after the deadline, through no fault of their own.</p><p> </p><p>Parents who are eligible for 30 hours of free childcare but miss the termly deadline will continue to remain eligible for the universal 15 hour per week early education entitlement before they can access a 30 hours place the following term. The provision of children information officers is a matter for individual local authorities.</p><p> </p><p>Local authorities have a statutory duty to provide information, advice and assistance to parents and prospective parents on the provision of childcare in their area, including the 30 hours offer and HM Revenue and Customs Tax-Free Childcare. answer	answer is ministerial correction date of answer 25/10/2018 answer text <p>During the first year of delivery, over 379,000 eligibility codes were successfully generated by parents applying through HM Revenue and Customs Childcare Service.</p><p>This breaks down across each of the terms as follows:</p><ul><li>Autumn term 2017 – 224,885 codes</li><li>Spring term 2018 – 329,195 codes</li><li>Summer term 2018 – 379,662 codes</li><li>Autumn term 2018 – 254,136 codes</li></ul><p>We publish termly management information releases showing the number of codes generated each term. The government has introduced a range of business rate reforms and measures, which will be worth more than £10 billion by 2023. This includes:</p><ul><li>raising the rateable value threshold for 100% relief from £6,000 to £12,000, which means that about 655,000 small businesses pay no business rates at all.</li><li>A package of support worth £435 million over five years to support the businesses facing the steepest increases following the 2017 revaluation.</li></ul><p>We are also increasing the frequency of property revaluations from every five to every three years following the next revaluation, to ensure that bills more accurately reflect property values.</p><p> </p><p>Further, we provided powers under the Localism Act 2011 to enable local authorities to offer business rate discounts. In 2015, officials wrote to all councils to encourage them to use those powers to support access to local high-quality childcare provision. It is a matter for local authorities to exercise those powers as they see fit.
