answer text <p>The Government takes the issue of disinformation very seriously. The Counter Disinformation Unit is working closely with the new Government Information Cell (GIC) to identify and counter Russian disinformation targeted at UK and international audiences. The GIC brings together expertise from across government including - but not limited to - FCDO, MoD, DCMS and CO experts in assessment and analysis, disinformation, and behaviour and attitudinal change.</p><p>We have been working closely with the major social media platforms to monitor and share information as the situation in Ukraine develops. We have made clear the seriousness of the current situation and the importance of cooperating at speed on countering these threats including swiftly removing disinformation and coordinated inauthentic or manipulated behaviour which is against their terms of service and promoting authoritative content.</p><p>As the Secretary of State set out in her statement to Parliament on 3 March, RT's broadcast news channel has been shut down on Freeview, Freesat and Sky. The Government welcomes the action Youtube has taken to prevent access to RT in the UK and the Secretary of State has written to other major platforms, including Meta and TikTok on this subject asking them to do all they can in preventing access to RT in the UK.</p>

As part of the DCMS ‘business deal’ for network chairs, in agreement with line management and subject to business need, 10% of the network chair’s working hours can be allocated to network activity increasing to up to 20% in periods of high demand.</p><p> </p>

answer text <p>The brand advertising exemption referred to in the government’s 2021 consultation response on less healthy food and drink advertising is not expressly referred to in the Health and Care Bill, as the scope of the restrictions extend only to the advertising of identifiable less healthy food and drink products. This means that brand advertising is out of scope, and provided that there are no identifiable products, food and drink brands can continue to advertise.</p><p>It is the government’s intention to work with regulators to ensure that clear guidance is available for businesses to understand all elements of the restrictions and ensure their compliance. This will include providing more detail on brand advertising. We expect this guidance to be made available for consultation later this year. answer text <p>We recognise the devastating impact of scam adverts on people in the UK. The Department is determined to take action to ensure that, where advertising is used as a mechanism to perpetrate fraud, there is a strong regulatory framework to combat it.</p><p>The Government remains deeply concerned about the psychological and financial impact of fraudulent advertising, and has engaged widely with stakeholders on this issue. The draft Online Safety Bill has been subject to pre-legislative scrutiny by a Joint Committee which reported with its recommendations, including on scam ads, on 14 December. We will consider the Committee’s recommendations and are committed to introducing the Bill as soon as possible.</p><p>Through the Online Advertising Programme, my Department will tackle the range of challenges posed by online advertising, including fraud. This work will include ensuring that all actors involved take responsibility to tackle this problem, including large ad funded platforms and social media companies who are not currently regulated. The Online Advertising Programme consultation will launch imminently, after which we will seek the earliest possible legislative vehicle to bring forward reform.</p>

We have made clear the seriousness of the current situation and the importance of cooperating speedily in countering these threats. This includes the social media platforms swiftly removing disinformation and coordinated inauthentic or manipulated behaviour which is against their terms of service and promoting authoritative content.</p><p>We welcome the decisions of major platforms, including Meta, Twitter and YouTube, to restrict posts, accounts and/or advertisements run by Russian state media. As the Secretary of State set out in her statement to Parliament on 3 March, we will continue to work with these platforms to counter Russia’s aggression and support the people fighting for their survival in Ukraine.</p><p>More widely, the cross-Whitehall Counter Disinformation Unit brings together monitoring and analysis capabilities from across Government to understand the scope, scale, and nature of disinformation and misinformation and to work with partners to tackle it. We regularly engage with social media platforms to flag content that we consider to be particularly harmful. Where this content breaches their own terms and conditions, we expect platforms to remove it promptly.</p>

answer text <p>As the Secretary of State set out in her statement to the House of Commons on 3 March 2022, Vladimir Putin must not be allowed to exploit our open and free media to spread poisonous propaganda into British homes.</p><p>I am pleased to say that RT has already been removed from Sky, Freeview and Freesat in the UK, meaning that Putin cannot push out his propaganda on UK television. I also welcome Ofcom’s announcement of 27 investigations into RT, and their confirmation that they are considering RT’s UK broadcasting licence.</p><p>The Secretary of State has written to the major platforms, asking them to do everything they can to prevent access to RT online in the UK, as they have done in Europe, and we are glad that YouTube and Meta have already done so.</p> more like this

answer text <p>Until the Dormant Assets Act which has just received Royal Assent, dormant assets funding in England had to be spent on youth, financial inclusion, and social investment. Given this restriction, which was set in primary legislation, the Government was not able to consider other causes such as loneliness.</p><p>We have now expanded the Scheme, and new primary legislation enables greater flexibility to consider evolving social and environmental needs in England. In line with the Dormant Assets Act [2022], the first consultation launched for the expanded Scheme will include youth, financial inclusion, social investment wholesalers, and community wealth funds as options. As part of the consultation, which will be launched as soon as this Summer, respondents will be able suggest formally alternative causes for which the English portion could be used, including loneliness.</p> more like this

answer text <p>The Government recognises that there are new requirements for creative workers to work and tour in the EU, including for young musicians. The Government has sought to clarify these new arrangements, which are in many cases more workable than has at times been reported. For example, the vast majority of EU Member States have confirmed that they offer visa and work permit-free routes for touring professionals, including most recently Bulgaria and Croatia. Portable musical instruments, carried or in a vehicle, can be transported cost-free and should not require ATA Carnets. We have also confirmed that splitter vans are not subject to the Trade and Cooperation Agreement requirements on haulage, which is particularly important for emerging artists.</p><p>The Government supports our young and emerging artists across the UK through a range of export support programmes, including the Music Export Growth Scheme and the International Showcase Fund, which help musicians to break into international markets. The Government has also established a new Export Support Service from which UK artists can get answers to practical questions about working in Europe.</p>

answer text <p>Organisations that process personal data for the purposes of monitoring their activities or surveillance must comply with the requirements of the UK General Data Protection Regulation and the Data Protection Act 2018. This means that the data processing must be fair, lawful and transparent. Any adverse impact of monitoring on individuals must be necessary, proportionate and justified by the benefits to the organisation and others. A Data Protection Impact Assessment (DPIA) would usually be required, particularly where the processing involves the use of new technologies, or the novel application of existing technologies.</p><p>Where people’s biometric data are processed, such as through fingerprint, voice or facial recognition technology, companies would generally need to conduct a DPIA. Companies conducting live facial recognition would generally need to show that processing was necessary for one of a limited number of specified reasons of substantial public interest - for instance, preventing or detecting unlawful acts. They would also need to show that specific conditions and safeguards were met.</p><p>The Information Commissioner’s Office is the UK’s independent regulator for data protection and has published extensive guidance to help organisations comply with their data protection obligations. This includes <a href="https://ico.org.uk/media/for-organisations/documents/1064/the_employment_practices_code.pdf" target="_blank">guidance</a> for employers on the rules in relation to monitoring of employees, as well as <a href="https://ico.org.uk/global/data-protection-and-coronavirus-information-hub/coronavirus-recovery-data-protection-advice-for-organisations/surveillance/" target="_blank">guidance</a> on monitoring employees in connection with Covid-19 related measures.</p><p>The Information Commissioner has also published an <a href="https://ico.org.uk/media/2619985/ico-opinion-the-use-of-lfr-in-public-places-20210618.pdf" target="_blank">opinion</a> on the non-law enforcement use of live facial recognition technology in public spaces which explain the requirements of the legislation and stress that data protection and people’s privacy must be at the heart of any decisions to deploy live facial recognition technology in public spaces.</p>

answer text <p>The UK Government is committed to ensuring that young listeners and viewers benefit from a modern system of public service broadcasting (PSB) that remains relevant and can continue to meet the needs of UK audiences in the future. That is why we are conducting a strategic review of PSB – drawing on the work of Ofcom, the Select Committees in both Houses of Parliament, and the government’s own expert PSB Advisory Panel – to work out how best to achieve this in light of the challenges the sector is currently facing.</p><p>The three-year pilot Young Audiences Content Fund was designed to test a new way of financing public service TV content. A full evaluation of the pilot Fund will take place following its conclusion to determine its impact on the children’s television industry and the provision and plurality of public service content for young audiences across the UK. The potential of further investment of public funding will be assessed against the Fund evaluation and alongside future public service broadcasting needs.</p><p> </p>
