answer text <p>The Government has conducted its own modelling but this involves commercially sensitive information, and therefore cannot be published.</p><p>The Government’s advice has been clear that operators need to plan to remove all Huawei 5G equipment by 2027. It will be for individual operators to determine how to achieve that, and therefore the exact nature of any costs and delays will be specific to each operator.</p> more like this

answer text <p>The Government’s Telecoms Security Bill will ensure we have the powers we need to drive up security standards and control the presence of High Risk Vendors. The Bill will go beyond individual companies, and will enshrine in law one of the strongest regimes for telecoms security in the world.</p><p><strong> </strong></p><p>The Secretary of State will have oversight of the removal of Huawei from the UK 5G network, working alongside Ofcom, who will be asked to provide the Secretary of State with factual reports on operators’ use of Huawei products. The Secretary of State will take forward enforcement action where necessary to ensure controls in relation to Huawei are adhered to.</p><p><strong> </strong></p><p>As it relates to telecommunications infrastructure, responsibility would fall to the Secretary of State for Digital, Culture, Media and Sport.</p><p> </p> more like this

answer text <p>As the Secretary of State said in his oral statement on Tuesday, the National Cyber Security Centre has advised operators to stop buying affected Huawei 5G equipment. It is for the operators to make the commercial decisions to comply with this advice.</p><p><br>The Secretary of State also made clear in his statement that the Government will be requiring operators to remove Huawei equipment from their 5G networks by the end of 2027. There is little commercial incentive for the operators to buy more, new, Huawei kit only to have to remove it by 2027.</p><p><strong> </strong></p><p>The purpose of the timeframe, between now and December 2020, is to provide industry with time to prepare for removal and, if necessary, purchase non-affected kit where this is crucial to ensure repairs and maintenance can continue so services are not impacted.</p><p> </p> more like this

answer text <p>The Secretary of State set out in his statement of 14 July on ‘UK Telecommunications’ that removing Huawei equipment from the UK’s 5G networks could cost up to £2 billion to industry and delay rollout of 5G by 2-3 years.</p><p><strong> </strong></p><p>This figure is an estimate of the additional costs to operators of removing Huawei equipment from their 5G networks. These costs will vary across the different mobile operators. The process for complying with the Government’s decision will include commercial decisions that are for the mobile operators to make.</p><p><strong> </strong></p><p>The security and resilience of 5G rollout is not just in the national security interests of the UK. answer text <p>In January, Government issued advice to place stringent restrictions on high risk vendors in the UK 5G and full fibre networks was issued following a robust, evidence-based decision-making process, involving security analysis by the UK’s world leading technical experts in the National Cyber Security Centre, taking into consideration all threats and risks, including sanctions.</p><p>There were a number of sanctions already placed upon Huawei, imposed by the US Department of Commerce, at the time the January advice was issued. The UK Government and National Cyber Security Centre were aware of these sanctions, they were considered when advice was issued.</p> more like this

answer text <p>On 15 May, the United States Department of Commerce announced an extension of its sanctions against Huawei. It was clear that these were a very significant extension of the existing sanctions against Huawei.</p><p>In response, the National Cyber Security Centre launched an immediate review of the potential consequences of those sanctions on the security and resilience of the UK’s telecommunications infrastructure.</p><p>The position set out in the oral statement of 14 July 2020 takes full account of the consequences of the US sanctions against Huawei.</p><p> </p> more like this

answer text <p>The details of Huawei’s entry into the UK market and associated decision making were subject of an inquiry by the Intelligence and Security Committee into ‘Foreign involvement in the Critical National Infrastructure - The implications for national security’. The findings of which were published in June 2013 followed by the government response in July 2013.</p><p>The position for legacy networks has not changed, our world class mitigation arrangements will remain in place and we will continue to work with operators to mitigate risks. Huawei’s current operations in the UK are subject to the strongest oversight possible through the Huawei Cyber Security Evaluation Centre and Oversight Board. The recent US sanctions impact future Huawei equipment - including 5G, full fibre and beyond.</p><p>The technical consultation announced as part of the oral statement on 14 July applies to full fibre only.</p><p> </p> more like this
