answer text <p>We are committed to maintaining the overall size of the Armed Forces. The Services are meeting all their current commitments. To help address Armed Forces manning challenges the Ministry of Defence has introduced its Armed Forces People Programme to modernise the employment offer including scope for flexible working and a new Forces' Accommodation Model. The individual Services have also implemented a wide range of programmes including:</p><p>The Royal Navy/Royal Marines have the Personnel Recovery Programme which includes initiatives to improve inflow (gains to trained strength); throughflow (changes to training pipelines, promotions and accelerated throughput); and outflow (improving retention and reducing voluntary outflow).</p><p>The Army is implementing improvements to recruitment and training policy and practices; targeted financial retention incentives; and a strategy to attract personnel to re-join the Army.</p><p>The RAF has established Enterprise Collaboration Teams to oversee a range of recruitment initiatives for critical skills groups, including the appointments of Specialist Recruitment Teams for hard to recruit branches and trades, BAME and female personnel. A new initiative has also been introduced to encourage personnel to re-join the Service.</p>

answer text <p>The Ministry of Defence has made a robust start in delivering the ambitious headcount and financial targets set in the 2015 Strategic Defence and Security Review and 2015 Spending Review, and has a number of programmes and projects currently under way, as part of the Department’s commitment to improving the efficiency of Defence business. There have, however, been recent manpower increases for value for money reasons; for example, to reduce costs in Defence Equipment and Support, more expensive private sector support partners are being replaced by appropriately trained, but significantly less costly, civil servants. The underlying trend on Civil Service headcount across Defence as a whole is firmly downward.</p> more like this

answer text <p>Identifying, developing and retaining cyber expertise remains a high priority for Defence. The Defence Cyber Programme is responsible for developing and delivering a sustainable cyber profession. We work with a variety of stakeholders on a number of initiatives across Defence, allies, wider Government, academia and industry.</p><p>A Defence Cyber Aptitude Test has been developed for the Ministry of Defence to enable us to identify personnel with the latent talent suitable for selection to undertake training for specialist cyber roles.</p><p>The new Defence Cyber School located at Shrivenham will be at the forefront of the development and delivery of coherent cyber training across Defence and wider Government. The Defence Cyber Skills Competence Framework is aligned with industry skills frameworks to enable us to identify and track personnel with varying levels of cyber knowledge and expertise.</p><p>Analysis has shown that development and delivery of a sustainable cyber career is a key element in retaining cyber Suitably Qualified and Experienced Personnel (SQEP). The Cyber Professional Employment Model alongside other initiatives is being utilised to develop and begin to assure a career pathway for cyber professionals.</p><p>The Cyber Reserves also provide opportunities for Defence to retain cyber SQEP otherwise due to leave the Services: personnel with the appropriate cyber skillsets can apply for transfer to the Cyber Reserves, having left regular Service and while undertaking civilian cyber employment.</p><p>Defence deeply values the cyber knowledge and expertise of our staff, and works continually to monitor and enhance the methods in place in order to retain these skills.</p>
