answer text We set out our thinking on switching in the Connectivity, Content and Consumers [CCC} Strategy Paper, published in July 2013. In December 2013 Ofcom announced that gaining-provider led (GPL) switching would be mandated for broadband and fixed telephony over the Openreach network. Full implementation of this will be completed by June 2015. In July 2014, Ofcom published a call for inputs (which closed in September) on switching providers of broadband, pay-TV, mobile voice and data services and bundled services, in order to gauge the impact of these processes on consumers’ experience and on competition. Ofcom is conducting further research and holding discussions with industry and consumer organisations. It will publish a document setting out its findings in the first half of 2015 more like this

answer text

The lead times for connecting new housing developments will vary according to their location, the services being provided and the engineering difficulties that the company faces. I am aware that there have been delays in connecting some new developments and that Openreach has been recruiting additional staff to help address this problem. The Government recently published its Utilities Guide setting out performance standards for new utility connections. The guide includes for the first time performance standards for telecoms and broadband connections to new builds. This will allow the performance of communications infrastructure providers to be monitored. We will also be exploring with housebuilders and communications infrastructure providers the scope for making further improvements to connection lead times.
more like this

answer text
Ofcom reported in its Infrastructure Report 2013 that the proportions of connections receiving below 2Mbit/s were 10% in 2012 and 8% in 2013, while in its Infrastructure Report 2014 it reported proportions were 6% in 2013 and 4% in 2014. The locations of these slow connections are available at postcode level at http://www.ofcom.org.uk/static/research/ir/Fixed_postcode.zipand by local authority at http://stakeholders.ofcom.org.uk/binaries/research/infrastructure/2014/Fixed_local_authority.csv Ofcom suggested that about half of the 4% of premises in June 2014 receiving below 2Mbit/s already had access to superfast services. Almost all premises should be able to have access to at least 2Mbit/s by 2016. The cost of providing a minimum of 2Mbit/s broadband services would vary dependent upon the solution deployed; for satellite broadband the installation cost could be in the range £100 - £500 per user, and monthly costs to consumers could be from £25.

answer text Since 2010 the government has committed £780 million to bringing Britain into the digital superfast lane. The rollout of superfast broadband will reach 95% of the UK by 2017 because of our investment and the match funding it has leveraged. In addition to rolling out superfast to 95% we are exploring ways to go beyond this through a series of pilot schemes; and we are extending our successful Connection Voucher Scheme which helps businesses with broadband connection costs. Currently available in the 22 Super Connected Cities, the Connection Voucher scheme will be extended to more cities in 2015. more like this

The Invitation to tender (ITT) required suppliers undertake an evaluation of the National Broadband Scheme and it was for the bidders to judge how much resource they required to deliver the project within the timeframe. Based on an assessment of the bids against the criteria set out in the ITT, Oxera was the successful bidder. A report on the evaluation will be published in Spring 2015. As the evaluation is on-going, a final list of the respondents is not yet available, but there have been15 submissions to date.
more like this
