answer text <p>DCMS provided some vacant office space at 179A Tottenham Court Road to the Big Society Network from 28/7/2010 to 26/11/2010, while the Department was seeking a commercial sub-tenant. As the space was unused but waiting to be let no additional costs were incurred to the public purse. The Department also loaned the BSN 5 PCs and a printer and made available access to the wifi connection. Again no additional costs were incurrred to the public purse and BSN did not have access to DCMS systems. The office space was used by BSN for office use.</p> more like this

answer text <p>I have made no formal assessment of the effectiveness of the Portable Antiquities Scheme. The Portable Antiquities Scheme, through its network of Finds Liaison Officers, does an outstanding job in encouraging the voluntary recording of archaeological objects found by members of the public. Since 1997 more than one million finds have been recorded in this way and made publicly available online through the Scheme. The Scheme also has an important educational role and allows children and adults alike to learn about archaeology, get involved, and discover the past. The Scheme is managed by the British Museum and funded through DCMS’s grant-in-aid to the British Museum, with local partner contributions. The funding allocation for the Portable Antiquities Scheme for the period between 2011/12 and 2014/15 has been ring-fenced with the funding reduction over this period minimised to less than 5%.</p> more like this

answer text The Government takes the issue of nuisance calls very seriously. It is a priority issue for us. Steps have been taken to tackle the problem through publication of the first ever Nuisance Calls Action Plan on 30 March 2014: <a href="https://www.gov.uk/government/news/nuisance-calls-action-plan-unveiled" target="_blank">https://www.gov.uk/government/news/nuisance-calls-action-plan-unveiled</a>. This set out in detail our achievements to date, work underway and proposed actions for the future, which included both legislative and non-legislative measures. This includes having consulted between 25 October and 6 December 2014 on our proposal to lower or remove the legal threshold to improve the ability of the Information Commissioner’s Office (ICO) to issue monetary penalties. answer text <p>For the areas to be covered by the Government's phase 1 Superfast Broadband Programme, we estimate that up to a further £120m will be generated for investment in further coverage for every 10 percentage point increase on the programme's 20% take-up baseline. The quicker people take up services in the areas delivered with public funding, the quicker funding is returned for reinvestment by the supplier; we therefore launched an £8 million national marketing campaign to raise awareness. The budget for the campaign was based on evidence of previous government campaigns to reach the optimum amount of our target audience.</p> more like this

answer text <p>Research is already being carried out into abusive behaviour online. The UK Council for Child Internet Safety (UKCCIS) established a Research Working Group in 2010 which has undertaken to collate research on all aspects of internet safety affecting children, including trolling. UKCCIS has also presented reports, such as “Good practice guidance for the providers of social networking and other user-interactive services” which looks at the issue of online bullying. This guidance is currently under review.</p><p>In addition, Ofcom is very active in researching online abuse. It publishes the “Children and Parents: Media Use and Attitudes Report” on an annual basis. This looks at how children deal with online dangers and how best to improve resilience to online dangers, such as trolling. Earlier this month, it published the “Report on Internet safety measures - Strategies of parental protection for children online” which examines the online safety measures available and how they are used by children.</p><p> </p><p>At present, there are no plans for further statistical research into this behaviour between adults who are trolls. For those whose online postings are grossly offensive, obscene, indecent or false, it remains the case that what is illegal offline is illegal online. The House of Lords Communications Select Committee stated in their report into Social Media and Criminal Offences that the criminal law in this area, almost entirely enacted before the invention of social media, is generally appropriate for the prosecution of offences committed using social media.</p>
