answer text <p>The Government is committed to protecting the most vulnerable in society. Over the last Parliament, we invested over £500 million to enable local authorities and the voluntary sector to support the most vulnerable in society, including rough sleepers, by preventing and tackling homelessness in their local areas.</p><p>Some specific initiatives that targeted rough sleeping includes:</p><ul><li>Rolling out No Second Night Out across England through the £20 million Homelessness Transition Fund(2011-12 to 2013-14). Over two-thirds of rough sleepers in 20 key areas outside London did not spend a second night on the streets.</li><li>Investing £5 million in the world’s first homelessness Social Impact Bond(2013-14 to 2016-17), run by the Greater London Authority to turn around the lives of 830 of London’s most entrenched rough sleepers. Over half have achieved accommodation, employment or reconnection outcomes.</li><li>Investing £1 million to support the StreetLink service(2012-13 to 2015-16), a website, app and telephone line that allows members of the public to connect rough sleepers into local support services. Over 17,000 rough sleepers have been found and helped since December 2012.</li><li>Investing £8 million in the Help for Single Homeless Fund (2014-15 to 2015-16) to improve services for vulnerable single homeless people, including rough sleepers. 34 successful projects in 168 local areas are supporting around 22,000 individuals.</li><li>Supporting local areas to improve the quality of hostels through the Homelessness Change Programme(2012-2015), which provided £42.5 million of capital funding for new and refurbished bed spaces and facilities to provide meaningful activities to support pathways to independent living.</li></ul><p>But one person without a home is one too many, which is why we will increase central investment over the next four years to £139 million for innovative programmes to prevent and reduce homelessness and rough sleeping. We also want to help local authorities provide advice and assistance to those at risk of homelessness which is why we have protected the homelessness prevention funding for local authorities through the provisional local government finance settlement, totalling £315 million by 2019-20.</p><p>The Government will continue to work closely with the voluntary sector and local authorities on how we improve the impact of homelessness services and break the cycle of homelessness.</p><p> </p>

answer text <p>Local authorities are responsible for the administration and delivery of the Communities and Business Recovery Scheme.</p><p>They determine how to use the money to best meet local need and ensure value for money. My Department does not collect detailed information on the payments that have been made through the Scheme. However, officials are aware that of more that 15,000 payments made to households, fewer than 50 have been found to be incorrect. Those have been returned to the local authority in question.</p> more like this

answer text <p>The Department’s latest land use change statistics provide estimates on the proportion of new residential addresses created in national flood zone 3. The latest figures show that in 2013-14, 7% of new residential addresses were created in the national flood zone 3. This equates to an estimated 9,100 homes being built in national flood zone 3 in 2013-14.</p><p>Prior to the publication of 2013-14 figures land use change statistics were calculated using a different methodology so they are not directly comparable to the 2013-14 figures. Figures produced using the previous methodology were last published for the calendar year 2011 and are provided in the attached table.</p><p>National planning policy is designed to protect people and property from flooding. Local planning authorities are expected to avoid inappropriate development in areas at risk of flooding by directing development away from areas at highest risk.</p> more like this

answer text <p>National planning policy is designed to protect people and property from flooding. Local planning authorities are expected to avoid inappropriate development in areas at risk of flooding by directing development away from areas at highest risk, including floodplains. The policy is underpinned by planning guidance which makes clear that new house building should not be permitted in functional floodplains where water has to flow or be stored in times of flood.</p><p>Mitigation measures to make development acceptable in flood risk areas can be made a requirement of any planning consent.</p><p>All local planning authorities are expected to follow the strict tests set out in national planning policy and guidance. Where these tests are not met, national policy is very clear that new development should not be allowed.</p> more like this

answer text <p>The Department, together with the Department for Environment Food and Rural Affairs, holds regular discussions with the Environment Agency on a variety of matters including to ensure the safeguards in national planning policy to protect people and property from flooding are being applied. Between April 2011 and March 2015 over 99% of proposed new homes had planning outcomes in line with Environment Agency advice where they had objected because of concerns about flood risk and had been made aware of the decision.</p> more like this
