answer text <p>Ministers undertake regular visits to a wide variety of local authority areas in England, whilst balancing their Parliamentary work, internal Ministerial meetings in London and meetings of Cabinet Committees. Ministers also regularly host delegations from local authorities for meetings in Westminster.</p><p> </p><p>The list below provides a list of visits up to the end of January 2015. answer text <p>The information requested is provided in the attached table (1). The “contractually committed” figures are up to 30 September 2014. All contractually committed funding has had match funding identified, so no separate figures are shown for this.</p><p>Across the programme, an average of 100% of the programme is now contractually committed. All spending of taxpayers’ money must ensure value for money; and money should not be spent on poor quality projects just for the sake of it. Spending must also comply with complex and bureaucratic EU rules, or else risk “financial corrections” down the line.</p><p>Where the contractually committed figure is slightly less than the total allocation, this reflects the restrictive, bureaucratic rules associated with the whole programme, and the lack of flexibility in the rules.</p><p>To place this in context, I attach with this answer a table (2) showing the allocations in the 2000-06 programme under the last Labour Government: only 93% of the allocation was ever committed, leaving £392 million of uncommitted resources; of which £48 million was uncommitted in the West Midlands Objective 2 area, £64 million uncommitted in the North West Objective 2 area, and £38 million uncommitted in the Yorkshire and the Humber Objective 2 area.</p><p>In this context, despite the complexities, the 2007-13 programme has been far better administered under this Government than the 2000-06 programme under the last Administration.</p><p>The European Regional Development Fund is a circular programme. UK taxpayers’ money is given to the European Union budget. Under the Fund, a local project receives a contract, spends money and then claims from DCLG. DCLG then claims funds back from the European Commission. The whole process goes through a complex auditing process involving DCLG auditors and then European Union auditors. After a period of time, the majority of unspent funding is returned to the UK Government by the European Commission. We continue to have concerns over the bureaucratic and time consuming nature of the processes involved in the programme, as a consequence of rules imposed by the European Commission.</p><p> </p>

answer text <p>Under the last Labour Government, DCLG spent £196,585 on “away days” in 2008-09 and £137,678 in 2009-10. We have cut costs to just £272 in 2013 and to zero in 2014. This has resulted in notable savings to taxpayers. A table with details is attached.</p><p>These significant reductions in spending are a consequence of revised guidance to staff that team away days should take place at no or limited cost; this has included encouraging the use of rooms in the Department or a neighbouring Whitehall Department.</p><p>This is a significant departure from the expensive practices that took place under the last Administration, which included booking away days in luxury hotels, restaurants and a burlesque club.</p><p> </p><p> </p><p> </p> more like this

answer text <p>Brentwood Borough Council did not send in a response to the consultation on “Taxpayer-funded pensions for councillors and other elected local office holders”. A copy of Essex County Council’s response is attached.</p><p> </p><p>This differential interest no doubt reflects the fact that Brentwood Borough Council did not have any councillors in the Local Government Pension Scheme (a consequence of the decision of my hon. Friend, the Member for Great Yarmouth, when he was leader of the Council not to join the scheme), whereas Essex did. Non-participating councils tended not to respond to the consultation.</p><p> </p><p>Prior to the consultation, only 16 per cent of councillors were actually members of the scheme and only 55 councils actually responded. The majority of Councils and Councillors submitted no objection to the Government’s proposal to end Councillor’s access to the Local Government Pension Scheme.</p><p> </p><p>Such taxpayer-funded local government pensions have now been abolished, subject to practical transition measures introduced as a result of the consultation. These reforms will save taxpayers’ money, strengthen the independence of councillors, and reflects that the fact that councillors are not salaried employees of the council. Nothing prevents councillors from contributing to their own private personal pension, receiving tax relief like any other member of the public.</p><p> </p><p>The suggestion by some that these changes would discourage people from running for election has not been borne out. In last year’s London borough elections, all candidates nominated in the knowledge that there would be no taxpayer-funded pensions if they were elected; yet more candidates ran for election in London in 2014 than in 2010 (source: <em>London datastore</em>).</p><p> </p><p>I suspect that the council tax-paying public would be less than impressed at the Labour Party’s calls to reintroduce such taxpayer-funded pensions.</p><p> </p>
