I have therefore asked the Authority to respond.</p><p> </p><p>Dear Baroness Cox,</p><p>As National Statistician and Chief Executive of the UK Statistics Authority, I am responding to your Parliamentary Question asking how many of those who have died in care homes whose death certificate mentioned COVID-19 were (1) discharged from hospital to a care home, and (2) admitted to a care home from their residential address <strong>(HL3011)</strong>.</p><p>The Office for National Statistics (ONS) publishes mortality data that are compiled from information supplied when deaths are certified and registered as part of civil registration. <em> </em></p><p>Table 1 below shows the number of deaths that occurred in care homes in England and Wales where COVID-19 was mentioned on the death certificate in 2020 (occurring up to week 16; the week ending 17 April 2020 and registered by 25 April). The data is broken down by place of usual residence, which is either home or care home, and the residency period. The length of residency is therefore used here as an indication of whether the individual had recently moved (within the last 6 months) into the care home, prior to their death. answer text <p>The Prime Minister has given important instructions to enforce social distancing to reduce the chance of transmission. To help this vital effort, he has announced the closure of all shops selling non-essential goods.</p><p>The Government has not asked all businesses to shut – indeed it is important for business to carry on - and comprehensive guidance on the exceptions can be found on gov.uk: (<a href="https://www.gov.uk/government/publications/further-businesses-and-premises-to-close" target="_blank">https://www.gov.uk/government/publications/further-businesses-and-premises-to-close</a>) Only some non-essential shops and public venues have been asked to close.</p><p>The UK Government, working with Public Health England and the Health and Safety Executive, has published guidance on social distancing, which it continues to update to provide greater clarity for employers and employees on these measures which can be found on gov.uk: <a href="https://www.hse.gov.uk/news/social-distancing-coronavirus.htm" target="_blank">https://www.hse.gov.uk/news/social-distancing-coronavirus.htm</a></p><p>Businesses that do have people onsite should ensure that employees and customers are able to follow Public Health England guidelines including, where possible, maintaining a two metre distance from others. There is a dedicated Business Support Helpline (0300 456 3565) which has also been strengthened so businesses can speak directly to an adviser.</p>

answer text <p>The UK Government has been working closely with the devolved administrations throughout negotiations with the EU. It is intended that the next meeting of the Joint Ministerial Committee (EU Negotiations) will be convened in the coming weeks. Other engagement with the devolved administrations continues, with the Paymaster General speaking to Ministers from the devolved administrations, to update them on the negotiations, last week.</p><p>The Government’s position remains that there will be no extension to the transition period.</p> more like this

There is a robust resourcing process in place that can be used to increase resource capacity on EU exit related work if departments require. This is a temporary arrangement, and at all times consideration has been given to ensuring that sufficient resource remains in place to support negotiations and readiness in line with the end of the transition period on 31 December.</p> more like this

answer text <p>The Civil Contingencies Secretariat (CCS) within the Cabinet Office is responsible for maintaining the National Risk Register, working closely with Government departments.</p><p>Government departments are responsible for identifying and assessing risks. I have therefore asked the Authority to respond.</p><p> </p><p>Dear Lord Empey,</p><p>As National Statistician and Chief Executive of the UK Statistics Authority, I am responding to your Parliamentary Question asking how many COVID-19 related deaths in the UK resulted from a secondary bacterial infection leading to sepsis <strong>(HL3127)</strong>.</p><p>The Office for National Statistics (ONS) is responsible for publishing weekly numbers of deaths registered in England and Wales. The most recent figures published are for deaths registered in 2018[1], however, we do publish provisional weekly deaths registrations which are currently published for deaths registered up to 10 April 2020[2]. National Records Scotland (NRS) and Northern Ireland Statistics and Research Agency (NISRA) are responsible for publishing the number of deaths registered in Scotland and Northern Ireland respectively.</p><p>Cause of death is defined using the International Classification of Diseases and Related Health Problems, 10th edition (ICD-10). Deaths involving COVID-19 are identified by the ICD-10 codes U07.1 and U07.2 and deaths involving sepsis are identified by the ICD-10 codes A40 and A41. Sepsis is likely to be caused by a bacterial infection, therefore we have assumed that all deaths involving sepsis would involve a bacterial infection and have therefore not searched for this separately.</p><p>Table 1 below shows the number of deaths occurring in March 2020 and registered by 10 April 2020 where the death involved both COVID-19 and sepsis, where COVID-19 caused the sepsis. answer text <p>The Government was elected on a manifesto which made clear the transition period would end on 31 December 2020. This is now enshrined in primary legislation and it remains our policy.</p><p>Extending the transition period would simply prolong the negotiations, prolong business uncertainty, and delay the moment of control of our borders. Extending the transition period would mean we will have to make further payments into the EU budget. It would also keep us bound by EU legislation, at a point when we need legislative and economic flexibility to manage the UK response to the Coronavirus pandemic.</p> more like this
