answer text <p>The government does not issue guidance to non-departmental public bodies (NDPBs) on temporary working from non-UK locations. Departments have delegated policy responsibility concerning requests from staff in NDPBs to work overseas. However, they must comply with FCDO and other regulatory requirements when posting employees overseas permanently, travelling overseas for business and considering requests from employees to work temporarily overseas. answer text <p>As set out in the Safeguarding the Union Command Paper, the internal market system will ensure the smooth flow of goods between Great Britain and Northern Ireland for internal UK trade. In line with the Government’s commitments since 2021, these arrangements establish individual schemes that can be used only by UK internal market traders, to preserve those benefits for UK traders and to maintain the smooth flow of that trade. Checks on Internal UK movements under the schemes will be removed except those conducted by UK authorities and required as part of a risk-based or intelligence-led approach to tackle criminality, abuse of the schemes, smuggling and disease risks. We will set out further information on the transition to these new arrangements shortly.</p> more like this

answer text <p>The government launched the Public Sector Fraud Authority (PSFA) in 2022, and a key principle was that it should be expert-led. The PSFA is developing the capability of public servants in dealing with fraud through the Government Counter Fraud Profession. The standards and guidance that the Function creates, led from the PSFA, must be used in central government, and can be used more widely in the public sector and beyond. Since its inception in 2018, GCFP membership has expanded to over 7000 members beyond central government, including policing and local government.</p><p> </p><p>The government is proactively seeking to find and prevent more fraud in the system and has invested an extra £1bn in tackling fraud and error since Autumn 2021 across government. This included £24.7m funding over three years to support the creation of the PSFA, building on lessons learned in the management of fraud risk and loss in the pandemic.</p><p> </p><p>The PSFA regularly engages with Cabinet Office and HMT Ministers and Parliament, via the Public Accounts Committee, on its work and progress against its published mandate. In addition, the PSFA further engages with, and reports to, the National Audit Office.</p><p>In order to maintain its commitment to transparency, the PSFA publishes annual plans and annual reports. Last year the PSFA updated Parliament through a Written Ministerial Statement and by depositing a copy of the 2022-2023 Annual Report in the Library of both Houses.</p><p> </p>

answer text <p>The information requested falls under the remit of the UK Statistics Authority.</p><p> </p><p>A response to the Noble Lord’s Question of 5th February is attached.</p><p> </p><p>The Lord Clement-Jones CBE</p><p>House of Lords London</p><p>SW1A 0AA</p><p>13 February 2024</p><p> </p><p>Dear Lord Clement-Jones,</p><p> </p><p>As National Statistician and Chief Executive of the UK Statistics Authority, I am responding to your Parliamentary Question asking (1) what was the cost of running the Office for National Statistics (ONS) Integrated Data Service in 2023; (2) how many projects were active in the Integrated Data Service in 2023; and (3, 4) what are the equivalent figures for the ONS Secure Research Service for the same period <strong>(HL2184)</strong>.</p><p> </p><ol><li><p>The approximate costs of running the nascent Integrated Data Service in 2023 were £4,200,000, including infrastructure costs that permit future scaling of the service.</p></li></ol><p> </p><ol start="2"><li><p>There were 20 active projects within the Integrated Data Service in 2023.</p></li></ol><p> </p><ol start="3"><li><p>The cost of running the ONS Secure Research Service in 2023 were £7,000,000.</p></li></ol><p> </p><ol start="4"><li><p>The Secure Research Service had a total of 842 projects during 2023. On average, there were around 600 live projects at any one time during 2023.</p></li></ol><p> </p><p>Equivalent operating costs and projects numbers should be interpreted with caution. The Integrated Data Service (IDS) is in development and currently operates within a BETA maturity phase. In September 2023 IDS received Digital Economy Act (2017) accreditation for data provision, making IDS the first cloud-native trusted research environment to be accredited for data provision under the legislation and opening the opportunity to scale.</p><p> </p><p>The IDS is built to be future proofed, to better enable the Government’s data sharing agenda in a more effective and efficient way. The IDS will grow at pace over the remainder of the programme with a pipeline of additional and transformational capability, data, projects and users which exceed the capabilities of the Secure Research Service (SRS). Improved data integration and cross-sector collaboration enabled through cloud technologies will drive significant uptake.</p><p> </p><p>The SRS is a long-standing and mature Trusted Research Environment which has operated in its current form since 2017, having previously operated as the Virtual Microdata Laboratory (VML) from 2004. The SRS grew rapidly upon achieving DEA accreditation in 2019, which enabled greater expansion of its data catalogue and user base. An improved trajectory is anticipated for the IDS with many SRS’s data sets, as well as projects (where applicable) migrating to the IDS as part of a transition that is underway.</p><p> </p><p>Yours sincerely.</p><p>Professor Sir Ian Diamond</p><p> </p>

answer text <p>Resilience is a top priority for this government. Ministers and officials regularly engage with International partners to learn from and share good practice in relation to resilience. There are no current plans to replicate Sweden’s model of civic duty.</p><p> </p><p>The UK already has many reservist programmes: these include programmes for the armed forces, the Royal National Lifeboat Institution, Mountain Rescue, Retained Firefighters, Coastguard volunteers, NHS volunteers and special constables.</p><p> </p><p>The Government has set out its ambition for a whole of society approach to resilience in the Resilience Framework. The Deputy Prime Minister’s first annual statement to Parliament on resilience offered more detail on plans to build on the community spirit in our country and the willingness of individuals to volunteer in a crisis by developing an index of volunteering opportunities.</p><p> </p><p>To support the broader training offer the Government has committed to the development of a UK Resilience Academy that will provide a full suite of learning and training opportunities for the whole of society.</p><p> </p>
