answer text <p>The UK government is devolving powers over Welsh rates of income tax to the Welsh Assembly. From April 2019, the Welsh Government will be able to set the basic, higher, and additional rates of income tax in Wales. These new tax powers, combined with the new funding settlement agreed in the Welsh Government’s fiscal framework, will mean the Welsh Government is responsible for raising more of what it spends. This paves the way to making the Welsh Assembly a more powerful, accountable and mature institution, with greater powers and responsibilities to grow and support the Welsh economy.</p> more like this

answer text <p>The Apprenticeship Levy was introduced on a UK wide basis from 6 April 2017. Employers are charged at 0.5% of their pay bill over £3 million. Information on how much Apprenticeship Levy individual employers pay, such as Welsh police forces, cannot be made publicly available because of tax payer confidentiality.</p><p> </p><p>Skills policy is devolved and the devolved administrations will receive a population share of the Office for Budget Responsibility’s March 2016 forecast of revenue from the levy. In 2017-18, the Welsh Government will receive £128 million.</p> more like this

If the circumstances change, it is the responsibility of the proposing department to inform ONS via the HM Treasury Public Expenditure Classification Branch.</p><p>However, on rare occasions, government departments might seek a view on a proposal at an early stage of development. In such cases, ONS will provide provisional advice on the expected classification of the proposal, based on information available at the time. This is subject to the qualification that a final decision will not be reached until such a time as the policy is implemented. In the interim, ONS will only consider alternative versions of the same proposal exceptionally and if substantial and significant changes have been made. answer text <p>In their March 2017 Economic and Fiscal Outlook, the OBR forecast that CPI inflation would be 2.4% in 2017, up from 0.5% in 2016 as the depreciation in sterling and rising commodity prices fed through to higher prices.
