answer text <p>Stamp Duty Land Tax (SDLT) is already a progressive tax. The majority of transactions pay an effective tax rate of less than one per cent. SDLT has a zero per cent starting threshold for transactions up to £125,000 which meant that in 2015-16 a quarter of transactions paid no SDLT at all. All taxes are kept under review.</p> more like this
