answer text <p>In the absence of any taxation of international aviation fuel and no VAT on international or domestic flights, Air Passenger Duty (APD) ensures that the aviation sector plays its part in contributing towards general taxation and helping to bring down the deficit. In 2014-15, APD raised £3.2bn, an important part of the Government’s tax revenues.</p><p> </p><p>Nevertheless, the Government has recently made reforms to APD to cut the longest haul rates and exempt children, reducing the tax burden by £1.5 billion over the period 2015-2020.</p><p> </p><p>Like all taxes, APD is kept under review with any changes announced at fiscal events.</p> more like this

answer text <p>I refer the honourable Member to my response of 11 January 2016 (with references <a href="http://www.parliament.uk/business/publications/written-questions-answers-statements/written-question/Commons/2016-01-04/20876/" target="_blank">20876</a> and <a href="http://www.parliament.uk/business/publications/written-questions-answers-statements/written-question/Commons/2016-01-05/21032/" target="_blank">21032</a>).</p><p> </p><p>In the longer term we expect these changes will lead to a reduction in business administration costs. Updating HM Revenue and Customs (HMRC) through software or apps will deliver a light-touch process, much less burdensome and time-consuming than it is today.</p><p> </p><p>HMRC will produce an initial draft impact assessment alongside the formal consultation process, which will start this spring. As with any other tax measure, a detailed assessment of the impact on administrative burdens will be published alongside draft legislation, expected to be in December 2016.</p>

answer text <p>In the context of the Making Tax Digital programme, HM Revenue and Customs (HMRC) has developed a strong understanding of the technological capability of small businesses.</p><p> </p><p>The vast majority of small businesses are already engaging with HMRC online. For example, 95% of VAT returns and 98% of Corporation Tax returns are submitted online, while a record 89% of self-assessment returns were submitted online in January 2016. In addition, many are already using digital tools to deal with their tax affairs.</p><p> </p><p>HMRC has additional research underway to further explore digital capability issues. The Department recognises that some people will need support to transition to dealing with their tax affairs digitally and will help those who may struggle to adapt.</p><p> </p><p>The Government will consult on the details of the Making Tax Digital proposals throughout 2016, including digital capability issues.</p> more like this
