answer text <p>The Government believes that effective trade defence measures should be proportionate, not protectionist, and strike a balance between removing the injury to producers caused by unfair trade, and avoiding imposing unnecessary costs on user industries, retailers, consumers and the rest of the economy.</p><p>The evidence we have shows that duties that have been imposed under the Lesser Duty Rule on imports of Chinese steel into the EU have been effective in delivering rapid, substantial and sustained reductions in imports. For example, imports of wire rod, organic coated steel and stainless steel flat products are down by more than 90%. We have said we would look at evidence that others might provide.</p><p>There are a number of examples where the Lesser Duty Rule has avoided unnecessary costs to the rest of the economy. In the case of solar panels for example, the removal of the Lesser Duty Rule could have cost the downstream UK solar sector around £500m in one year.</p><p>We support looking at the methodology under which injury is calculated. Where the European Commission has set duties that we believe to be too low to remove the injury caused to EU industry by unfair trade, we will push for them to be increased, as we have done in the reinforcing bar and cold rolled flat products cases.</p>

With 0.9% of global population, 4.1% of researchers and 3.2% of R&amp;D expenditure, the UK accounts for 6.4% of articles, 11.6% of citations, and 15.9% of the most highly cited articles. answer text <p>The Government will take steps to ensure the wage rules for the National Minimum Wage and the National Living Wage are clear to employers and employees. The National Living Wage will be implemented through the National Minimum Wage Regulations, in the same manner as the National Minimum Wage uprating in October 2015. National Living Wage rates will be debated in both Houses of Parliament in time to come into force on 1 April 2016. This will mean rules for all wage rates will be found within the National Minimum Wage Regulations.</p><p> </p><p>The Government supports employers that choose to pay above the level of the National Living Wage. answer text <p>The digital economy is considered an important sector by the Government, given its strong past performance and potential for future growth and the impact it has on all sectors of the economy. The ICT sector<strong><strong>[1]</strong></strong> has grown over two and a half times as fast as the whole economy over the past 10 years. In 2013, the sector contributed 7.5% (£113bn) to the UK’s GVA and supported 1.3m jobs in the UK economy. In GVA terms, the UK ICT sector is the largest in the EU, marginally ahead of Germany. In employment terms, the UK ICT sector is the second largest in the EU, marginally behind Germany[2].</p><p> </p><p> </p><p> </p><p>The opportunities and barriers to successful growth in the sector were considered in the Information Economy Strategy, published in June 2013. The strategy set out a long-term strategic action plan for industry, government and academia working in partnership to create the business conditions for a thriving UK information economy.</p><p> </p><p> </p><p> </p><p>One of the major challenges identified in the strategy was skills shortages. We are working in partnership with industry to make sure our education and training routes are providing the digital skills the UK needs now and in future.
