answer	answer is ministerial correction date of answer 02/07/2014 answer text <p> </p><p><strong> </strong></p><p>Under the Postal Services Act 2011, Parliament gave Ofcom, as an independent regulator for postal services, the primary statutory duty to secure the provision of the universal service.</p><p> </p><p>Parliament has given Ofcom the regulatory powers and tools it needs to intervene in the market if the provision of the universal service is ever at risk.</p><p> </p><p>Given its statutory duties, it is for Ofcom to monitor and assess any impact of postal competition on the provision of the universal service. Horticulture employers are fully engaged in the reform programme and the Trailblazer for the sector has recently submitted a standard for approval.</p><p> </p><p> </p><p> </p><p>The budget announced £170 m funding to extend the Apprenticeship Grant for Employers to help smaller businesses take on young apprentices aged 16-24. This will fund over 100,000 incentive payments of £1,500. The recently announced changes consider how the balance of responsibility between reasonable adjustments and support provided through Disabled Students Allowances (DSAs) should change. DSAs will remain available for students to complement the reasonable adjustments provided by the institution.</p><p> </p><p> </p><p> </p><p>The Government also provides annual funding to Higher Education Institutions through the teaching grant. The Student Opportunity Fund is part of the overall Teaching Grant allocated to Higher Education Institutions by HEFCE. This funding element to support disabled students rose to £15 million for 2013/14, an increase of £2 million on the previous year and has been maintained for 2014/15.
