answer text <br /><p>The Start-Up Loans scheme supports people wanting to start a business and has provided over 33,500 loans worth over £180 million. The Government is providing further funding to Growth Hubs to help businesses at the local level, as well as cutting taxes on small businesses, extending rate relief and increasing the Employment Allowance.</p><br /><p>The latest stats from the ONS show that the number of UK start-ups has reached record levels with some 351,000 new businesses launched in 2014.</p> more like this

answer text <p>We encourage business support across the country by investing in projects in many regions. The Government is investing £15m in 4 University Enterprise Zones (UEZs) to test how university-led incubators, with associated business support, can contribute to economic growth and productivity gains. The pilot UEZs are in Bradford (Leeds City Region), Bristol, Liverpool and Nottingham. The Government is also investing £4.8m capital to support the development of a new spin-out centre for small high tech businesses in the life sciences sector, based at Cambridge Science Park.</p><p> </p> more like this

answer text <p>Start Up Loans and business support are provided directly by a network of delivery partners. Not all information regarding expressions of interest or applications is passed through centrally to the Start Up Loans Company. Therefore we cannot provide an accurate picture of the total number of applicants. However, in total more than 30,000 Start Up Loans have been issued to budding entrepreneurs across the country since the scheme launched in June 2012. answer text <p>Growth Deals</p><p>Several accelerator and incubator projects were proposed under Growth Deals and the details of these and the associated costs are attached in the annex. Note that Local Enterprise Partnerships (LEPs) have the flexibility to reprioritise projects based on local needs.</p><p> </p><p>At Budget 2015 the government announced an additional £11m investment in new tech entrepreneur hubs in Manchester, Leeds and Sheffield. They will create thriving local ecosystems by nurturing start-ups, fostering collaboration, and providing mentoring, learning and business support.</p><p> </p><p>University Enterprise Zones</p><p>The Department for Business, Innovation and Skills (BIS) is investing £15m capital in a three year pilot (14/15 – 16/17) to establish four University Enterprise Zones (UEZs) in Bradford, Bristol, Liverpool and Nottingham. Led by Universities, the UEZs will provide physical space/facilities for small, innovative start-up businesses. Businesses will also be able to access wraparound business support packages, specialist facilities and expert knowledge, including support from <a href="https://www.gov.uk/government/organisations/uk-trade-investment" target="_blank">UKTI</a> to promote inward investment onto their sites. The Government investment of £15m will leverage over £47m from private and public sector sources. The UEZs are focused on sectors of relevance to the areas – digital health, robotics, sensors and advance manufacturing.</p><p> </p><p>Projects commenced in the second half of 2014/15 and the majority of the funding will be pulled down in years 15/16 and 16/17. This forms part of the Government’s long term economic plan for the East of England to increase the growth rate, building on the world class science and technology base of Cambridge and the surrounding area.</p><p>Full details of current Growth Deals projects can be found in the attached document.</p><p> </p>

answer text <p>The World Bank recognises the UK as one of the best places in the world to do business. Their latest Ease of Doing Business ranking saw the UK climb to 8<sup>th</sup>. This is evidence that our economic plan is delivering a more competitive economy; we are delivering on our commitment to make Britain the best place in the world to start and grow a business.</p><p> </p><p> </p><p> </p><p>There is clearly still more to do.</p><p> </p><p> </p><p> </p><p>With regard to specific action on the indicators mentioned:</p><p> </p><p> </p><p> </p><p><strong>Starting a business</strong>: The UK already has an online company registration system that compares favourably with the best in the world. In their latest Doing Business report, the World Bank applauded the efficiency of the UK’s company registry, Companies House, in a case study. Our Employment Allowance means no business pays the first £2000 of employers NICs, helping businesses create jobs.</p><p> </p><p> </p><p> </p><p>We have improved the tax registration system for new businesses so processing new PAYE applications takes 3 days instead of 8. We are developing a one-click registration tool that should reduce the time and procedures to register even further. Delivery for this is planned for 2017.</p><p> </p><p> </p><p> </p><p><strong>Registering property</strong>: The Infrastructure Bill, which received Royal Assent on 12<sup>th</sup> February this year, contains provisions to enable Land Registry to provide a single digital Local Land Charges service. This service will improve access, standardise fees and improve turnaround times for property professionals and citizens. <br> <br></p><p> </p><p><strong>Getting electricity</strong>: The Department for Business Innovation and Skills, the Department for Energy and Climate Change and the energy regulator Ofgem have worked closely to improve the provision of new electricity connections. Ofgem will be implementing measures to remove barriers to competition in the connections market later this year. Increasing competition in the connections market will improve the quality of service and should help to drive down connection costs and times.</p><p> </p><p><br> <strong>Enforcing contracts</strong>: The Department for Business Innovation and Skills has been working closely with the Ministry of Justice to improve the speed in at which contract disputes are resolved. The World Bank measures the performance of the court system in London. Central London County Court is undergoing significant transformation to deliver an improved service to court users and make best use of its administrative and judicial resources. The Ministry of Justice have set up a pilot in London where the Central London County Court acts as the multi-track triage centre for London. Previously cases were managed at the individual centres around London before being sent to CLCC for final hearing. This streamlining of the case management process should reduce the length of disputes by between 30 – 90 days.</p><p> </p><p> </p><p> </p>
