We will introduce new civil monetary penalties for breaches of consumer law. answer	answer is ministerial correction date of answer 31/01/2023 answer text <p>Households that meet the eligibility criteria are able to receive the Warm Home Discount this winter.</p><p> </p><p>In England and Wales, a household must either be in receipt of the Pension Credit Guarantee Credit or both in receipt of a relevant means-tested benefit and living in a property that has high costs to heat on the basis of its property characteristics. To ensure that this energy support reaches the intended beneficiaries, the Government has introduced regulations so that intermediaries, such as landlords, are required to pass on the financial benefit to their tenants. These pass-through requirements apply to tenants who do not have a direct relationship with an energy supplier, for example, where there is a main meter.
