answer text
This Government is committed to collective action that tackles the root causes of poverty and disadvantage through a range of policies, such as Universal Credit, the National Living Wage, tax changes, and up to 30 hours of free childcare a week to incentivise employment as the best opportunity for families to get out of poverty and become self-reliant.

In Improving Lives: Helping Workless Families, we set out a framework for a continued focus on improving children’s long-term outcomes. This includes nine national indicators to track progress across a number of departments in tackling the disadvantages that can affect families and their children. The Government has a statutory duty to report annually against two of these indicators - parental employment, and children’s educational attainment. The relevant departments and agencies - Department for Education, Department of Health and Social Care, Public Health England, Ministry of Housing, Communities and Local Government, HM Treasury and Department for Work and Pensions – all aim to publish data on the other, non-statutory indicators by the end of March.

answer text
As policies, processes and monitoring systems may vary, it is not always possible to produce the same statistics for each benefit administered by the Department. DWP statisticians work to produce statistics that most appropriately reflect the processes being measured for each individual benefit but, in cases where there are similarities, will aim to make the statistics as comparable as possible.

The Department publishes quarterly statistics on Employment and Support Allowance (ESA): Outcomes of Work Capability Assessments (WCA) which include figures on mandatory reconsiderations and appeals of WCA decisions. These statistics are not currently available to parliamentary constituency level but DWP statisticians are investigating how to extend the geography information provided. The statistics can be found at the following link:

https://www.gov.uk/government/collections/employment-and-support-allowance-outcomes-of-work-capability-assessment

With reference to Question 122944, equivalent national figures for appeals on initial and repeat ESA WCAs are available in Table 17 of these statistics. This table covers experimental statistics on the number of initial and repeat ESA WCA assessment which result in a mandatory reconsideration or an appeal.

Official statistics on all appeals made with respect to ESA claims are published by Her Majesty’s Courts and Tribunals Service (HMCTS) and can be found at the following link:

https://www.gov.uk/government/collections/tribunals-statistics

As these are not DWP statistics, responsibility for their format lies with HMCTS

answer text
Before Pay As You Earn (PAYE) data is used by Universal Credit, an individual’s details are validated against both the DWP Customer Information System and HMRC’s Citizen’s Identification Framework to ensure they match between both government departments. This ensures the correct HMRC PAYE data is being used by Universal Credit for each individual. If the details do not match, the cases are investigated manually.

Once an individual’s details have been successfully matched the HMRC Real Time Information System sends PAYE data to the DWP Real Time Earnings System. As the PAYE data is received, the DWP Real Time Earnings System performs a series of validation checks to ensure the correct PAYE data is used in Universal Credit payment calculations.
