answer	answer is ministerial correction date of answer 30/10/2017 answer text <p>The purpose of Personal Independence Payment (PIP) is to provide a tax-free, cash contribution of up to £141.10 a week towards the additional cost which disabled people face. PIP is a part of the wide range of other financial and practical support that may be available depending on individual circumstances.</p><p>To date, there is a higher proportion of people on the top rates of Personal Independence Payment than there were on DLA – 29 per cent vs 15 per cent.</p><p>We will continue to closely monitor developments across the health and disability landscape and engage with stakeholders to improve the service we provide. However, in 2015 the Office for Budget Responsibility estimated that the National Living Wage would have a +0.2 percentage point impact on the unemployment rate by April 2020 – equivalent to around 60,000 people.</p><p>The Government is committed to reducing long-term unemployment and youth unemployment, and the overall unemployment rate is currently at the historically low level of 4.9%. We have no plans to change this policy.</p><p>Were this to occur, liabilities for pensioners who live in other countries and territories would also have to be met. The estimated cost of increasing pensions in those countries where they are not currently uprated would be over £0.5 billion a year.
