answer text <p>It is expected that all Disability Employment Advisers will undertake a learning routeway, which includes information about a wide range of disabilities and health conditions, including autism.</p><p> </p><p>Our learning is delivered through a wide range of methods, including structured classroom based modules, up-skilling from colleagues and some delivered by third party organisations.</p><p> </p><p>On 27 March, to coincide with World Autism Awareness Week, we launched a new Disability Confident Autism and Neuro-diversity Toolkit which we developed in partnership with Autism Alliance UK and the Autism Task Group. Communications about this went out to all DWP staff, not just those in customer-facing roles, to ensure our entire workforce is able to understand the needs of customers with autism and other hidden impairments.</p> more like this

answer text <p>I am not able to provide a definitive number of Work Coaches who have received training in dealing with people with autism. This is because our learning is delivered through a wide range of methods, including structured classroom based modules, up-skilling from colleagues and some delivered by third party organisations.</p><p> </p><p>All our Work Coaches undertake a learning routeway which includes information to help them deliver to customers with a wide range of additional needs including those with disabilities and hidden conditions such as autism.</p><p> </p><p>We have also recently changed the role of Disability Employment Advisers to allow them to focus on sharing their expertise with all Work Coaches and Jobcentre staff. As part of this we have recruited new Disability Employment Advisers, some of whom will still be undertaking their learning journey.</p><p> </p><p>On 27 March, to coincide with World Autism Awareness Week, we also launched a new Disability Confident Autism and Neuro-diversity Toolkit which we developed in partnership with Autism Alliance UK and the Autism Task Group. answer text <p>The Department carried out an internal review in 2016. This confirmed the findings of an earlier DWP/Home Office review into why a significant number of asylum seeking refugees who are granted leave to remain, do not have benefits in payment at the end of their 28 day period of asylum support. The key finding was that they do not contact DWP early enough to enable their benefit claim to be processed before Home Office support ends.</p><p> </p><p>These internal reviews are informing a DWP/Home Office pilot of an assisted transition from asylum support to benefits. The Department will write to the Work and Pensions Select Committee with an update later this year.</p> more like this

answer text <p>The Department for Work and Pensions (DWP) policy is to develop its staff in the skills and knowledge required to support a range of claimants sensitively and to respect their individual needs. The DWP aim is to identify and direct victims of human trafficking at the earliest opportunity to agencies able to support them.</p><p> </p><p>The training for DWP staff is contained within an overarching “Vulnerability” session. The number of Jobcentre Plus staff who have undergone the training since publication in January 2016 is 10,156.</p> more like this

answer text <p>The Department for Work and Pensions (DWP) policy is to develop its staff in the skills and knowledge required to support a range of claimants sensitively and to respect their individual needs.</p><p> </p><p> </p><p>The Department for Work and Pensions published the Human Trafficking guidance on 15<sup>th</sup> January 2016. The latest amendment to the guidance was made on 8<sup>th</sup> November 2016. The instructions were published on the Customer Service A-Z homepage and communicated as part of monthly intranet updates. These instructions are available to any member of staff who is told, or suspects, that the customer they are dealing with is a victim of human trafficking.</p> more like this

answer text <p>The Department for Work and Pensions (DWP) has an established approach to identifying and providing an appropriate level of support to all its vulnerable customers, including those with mental health conditions. DWP recognises any “individual who is identified as having complex needs and/or requires additional support to enable them to access DWP benefits and use our services” as being vulnerable. DWP uses its records to ensure that where individuals are identified as being vulnerable we take all reasonable steps to mitigate risks. This approach is adopted at all points of contact with the customer.</p><p> </p><p>When DWP staff are concerned that the risk to the individual’s welfare or safety is significant and immediate they are explicitly empowered to take all steps felt necessary to address these risks.</p><p> </p><p>Where the risk is not believed to be significant or immediate the established approach of working with the individual should be followed and, where necessary, contact made with relevant organisations to provide the appropriate levels of support.</p>

answer text <p>The Department for Work and Pensions supports its staff in developing the skills required to identify and effectively support claimants with mental health conditions. A number of learning products such as ‘Introduction to Working with People with a Mental Health Condition’ and ‘Supporting Customers with a Vulnerability’ have been specifically developed to build capability for Jobcentre staff. Jobcentre staff also promote “Disability Confident” which is an initiative that includes working with employers to show that employing disabled people, including those with mental health conditions, is good for the individual, business and society.</p> more like this

answer text <p>The Department for Work and Pensions (DWP) demonstrates a duty of care throughout all its customer services and which it expects its staff to follow through instructions and learning.</p><p>The Department has an established approach to identifying and providing an appropriate level of support to all its customers who are vulnerable, including those with mental health conditions. DWP identifies any “individual who is identified as having complex needs and/or requires additional support to enable them to access DWP benefits and use our services” as being vulnerable. This definition ensures that we have consistency and continuity in the type and level of service which is being offered and that it supports the customer appropriately whatever their needs.</p><p>DWP’s approach for dealing specifically with customers experiencing mental health conditions has been developed in consultation with its Work Psychologists to ensure that staff are able to develop a thorough understanding of the various different mental health conditions which exist, including hidden impairments and how they impact on an individual. This knowledge is reflected in both DWP instructions and in its learning and development.</p><p>Where DWP staff are satisfied that a customer faces clear and significant risks to their welfare or safety, then those staff are explicitly empowered by DWP to take any reasonable steps which are felt necessary, including liaising with relevant organisations, in order to address these risks without undue delay.</p>

answer text <p>We have recently carried out an analysis of the information and instructions available to DWP staff handling claims from refugees and a number of improvements have been made to instructions as a result. These changes have been accompanied by an alert to staff.</p><p>Jobcentre Plus leaders use a Quality Assurance Framework as a tool to support their work coaches deliver a quality service. This includes a Quality Assurance Standards observation process, which is used by managers to regularly observe interviews with claimants; this observation includes ensuring specific support for refugees is provided.</p> more like this
