	answer	answer is ministerial correction date of answer 03/09/2019 answer text <p>A copy of the relevant dataset* will be placed in the Library.</p><p> </p><p>In order to comply with the General Data Protection Regulations 2018, the dataset contains values only.</p><p> </p><p>The data set shows all balances held on our systems for the relevant period. It includes ‘minus’ figures, which reflect changes made as a result of successful appeals.</p><p> </p><p>The data does not include any Universal Credit overpayments. It includes debts accrued in a number of ways including Working Tax Credit and Child Tax Credit overpayments built up under HMRC as well as fraud and error overpayments.</p><p> </p><p>Working Tax Credit and Child Tax Credit were introduced in 2003, with some people then accruing debts over many years.</p><p> </p><p>We do not want people to face undue financial hardship as a result of repaying overpayments. If people do struggle, adjustments can be made and will be based on an individual’s circumstance.</p><p> </p><p>The overall maximum amount that can be deducted from a claimant’s Universal Credit each month to recover a benefit overpayment is an amount equal to 40% of their Universal Credit standard allowance.</p><p> </p><p>The vast majority of benefit payments are made correctly; this stock of debts equates to around 0.6% of current annual welfare expenditure. The legacy welfare system is complex in its structure and administration and in the way that qualifying conditions interact with each other. UC provides a single system of means-tested support for working-age households who are in or out of work and we expect this to reduce overpayments.</p><p> </p><p><strong> </strong></p><p><em>*The data provided has been sourced from internal management information and was not intended for public release. 	answer	answer is ministerial correction date of answer 15/07/2019 answer text <p>In the 2015 funding settlement, the Government agreed with the BBC that responsibility for the concession would transfer to the BBC. The implementation of the licence fee and the concession from June 2020 is a matter for the BBC and TV Licensing, which are independent of Government.</p><p> </p><p>However, we expect the BBC to put in place robust plans to support those who might be affected. The BBC has said it will write to all over 75 TV licence holders advising them of how the new policy will work and when they need to act.</p><p> </p><p>Irrespective of this, the Government is committed to ensuring that older people receive the support they are entitled to and the DWP targets activity on engaging with people who may be eligible to benefits at pivotal stages, such as when they claim State Pension or report a change in their circumstances. The DWP uses a wide range of channels to communicate information about benefits to potential claimants; including information on gov.uk, in leaflets and by telephone. DWP staff in Pension Centres and Jobcentres including visiting officers are able to provide help and advice about entitlement to benefits, as are staff in Local Authorities who administer Housing Benefit.</p><p> </p><p>Potential claimants can use the Pension Credit calculator to check if they are likely to be eligible and get an estimate of what they may receive. People wishing to claim Pension Credit can do so by calling 0800 99 1234.</p><p> </p><p>One of the best ways to reach eligible claimants is through trusted stakeholder working in the community and we have developed the Pension Credit toolkit, as an on-line tool for agencies and welfare rights organisations to use in order to encourage Pension Credit take-up.</p><p> </p><p>The toolkit contains resources for anyone working with pensioners and includes guides to Pension Credit. It also contains publicity material and guidance designed to help older people understand how they could get Pension Credit and help organisations support someone applying for Pension Credit as well as ideas for encouraging take-up. Local authorities decide what local provision to provide and at what cost, as they are best placed to understand the needs of their local communities.</p><p> </p><p>The Local Government Finance Settlement for 2015-16 identifies a notional amount relating to local welfare provision in each upper-tier and unitary authority’s general grant, totalling £129.6 million for England. The notional allocation for local welfare provision remains at £129.6 million in England in the Local Government Financial Settlement until 2019/20. The department has a variety of support for young people such as the Youth Obligation Support Programme which provides support tailored to the needs and ambitions of individual 18 to 21 year olds. We have been working with Barnardo’s to develop a pilot specifically for care leavers. We continue to spend over £95 billion a year on working age welfare benefits. Our local government finance settlement means that over this year and next, councils will get over £10 billion in direct grants from central government to continue to offer a range of vital services to their local communities. 	answer	answer is ministerial correction date of answer 16/07/2019 answer text <p>The most recent detailed discussion took place on a visit to Wales on 4th April 2019, where the Secretary of State accompanied the Secretary of State for Wales to the Cardiff Charles Street Jobcentre Plus office, where they had a general discussion around Universal Credit.</p><p> </p><p>The roll out of Universal Credit (UC) is now complete and is available in every Jobcentre across the country.</p><p> </p><p>As planned, the testing of moving legacy claimants to Universal Credit will take place in Harrogate and will begin this month. The goal of the pilot is to learn as much as possible and to increase numbers as slowly and gradually as necessary.
