Face-to-face support is also available in Jobcentres. In exceptional circumstances, a home visit can be arranged to support a claimant in making and maintaining their claim.</p><p> </p><p>Furthermore, the Citizens Advice Help to Claim service offers tailored, practical support to help people make a Universal Credit claim and receive their first full correct payment on time. However, an advance can be paid on the same day the claimant applies if they or their household would suffer genuine hardship if they had to wait 72 hours for the payment.</p><p>Applications for a Universal Credit advance payment can be made in person, by telephone or online depending on the claimant’s circumstances. Depending on the type of advance payment application, we will consider whether the claimant satisfies the eligibility conditions for receiving the advance. If the claimant is eligible we will agree the amount of the advance and the period over which the advance will be recovered from their future Universal Credit payments. 	answer	answer is ministerial correction date of answer 17/05/2019 answer text <p>It is not possible to confirm exactly how many people in Wales became ineligible for the Severe Disability Premium (SDP) following their move to Universal Credit due to a change in circumstance. This is because each case must be individually assessed to determine whether SDP eligibility would have continued following the end of their claim to Employment and Support Allowance (ESA), Jobseekers’ Allowance (JSA) or Income Support (IS).</p><p> </p><p>Information on claimants of JSA and IS in receipt of SDP who have moved to Universal Credit would incur disproportionate cost in response to a Parliamentary Question.</p><p> </p><p>Since 16 January 2019 claimants who are in receipt of SDP or who have been entitled to an award of an existing benefit that included SDP in the previous month, and who have continued to meet the SDP eligibility conditions, have been prevented from moving onto Universal Credit if they experience a change in circumstances. There is evidence that some people choose to do this already.</p><p> </p><p>Currently the Department cannot estimate the potential cost of this specific proposal, but is always open to suggestions from the chair of the WPSC. Digital reform of the Winter Fuel Payment Service is underway and will mean that from 2020/21 the Department could consider using newer technologies that may offer more flexibility over making improvements to the letters. 	answer	answer is ministerial correction date of answer 24/05/2019 answer text <p>People who claim Universal Credit due to having a health condition or disability, and have been determined to have limited capability for work (LCW) or limited capability for work and work related activity (LCWRA) following a work capability assessment, may be entitled to an additional amount of benefit. However, the additional amount for having LCW is not payable for a health related claim made on or after 3 April 2017. Only health related claims made on or after that date and where the claimant is determined as having LCWRA will have access to an additional amount of benefit.</p><p> </p><p>The additional amount for having LCWRA may only become payable from the beginning of the assessment period following the assessment period in which the relevant period ends. The relevant period is the 3 month period starting from the first day on which the claimant provides evidence of their having a health condition or disability which limits their capability for work. This means that all claimants who are determined to have LCWRA - with some exceptions, for example where the claimant is terminally ill and is not expected to live for more than 6 months - have to serve a three month relevant period.</p><p> </p><p>The relevant period is used, before payment of the additional amount for having LCWRA can be made, to establish that the claimant has a long-term health condition or disability.
