	answer	answer is ministerial correction date of answer 05/02/2018 answer text <p>This Government is committed to action that improves long-term outcomes for children and families by focusing on tackling the root causes of poverty and disadvantage. The four ‘Life Chances’ measures introduced through the Welfare Reform and Work Act 2016, which replaced the income based targets set out in the Child Poverty Act 2010, are designed to drive action and measure progress in the areas that we know can make the biggest difference - parental worklessness and children’s educational achievement.</p><p>The measures are based on official statistics produced by the Office for National Statistics on the proportion of children in workless households and the proportion of children in long-term workless households; and on Department for Education statistics on the educational attainment at Key Stage 4 of all pupils, and of disadvantaged pupils.</p><p>Although these statistics do not <ins class="ministerial">all<ins class="ministerial"> </ins></ins>provide data for individual constituencies, local authority-level data is available for the measure of all children in workless households and for both the educational attainment measures.</p><p>In 2016, 21.4 per cent of children were in workless households in Wolverhampton local authority. 	answer	answer is ministerial correction date of answer 12/10/2017 answer text <p>Calculation of a child maintenance liability is based on gross income information provided directly to the Child Maintenance Service by HMRC. <del class="ministerial">Individuals are required to declare unearned income not taxed at source which does not exceed £2500 a year to HMRC, which already enables HMRC to include it in the income information they provide.</del> Unearned income exceeding £2500 a year is dealt with by HMRC through tax self-assessment <del class="ministerial">and is picked up in a child maintenance calculation through an unearned income variation. We have no plans to review this.</del><ins class="ministerial">The treatment of unearned income for child maintenance purposes is aligned with this for administrative efficiency. 	answer	answer is ministerial correction date of answer 18/04/2018 answer text <p>The Government has taken action to reduce the extent of employer discrimination against people with (a) criminal records and (b) mental health problems in the following ways:</p><p>My department leads the cross-Government campaign ‘Disability Confident’ which supports businesses to employ disabled people and the ‘See Potential’ campaign which actively encourages employers to recruit individuals from disadvantaged backgrounds, including ex-offenders.</p><p> </p><p>See Potential champions employers which recognise individuals’ talents from different backgrounds and offers advice on adopting more inclusive recruitment practices. More than 150 organisations support the campaign. The Disability Confident scheme has over 6,000 employers signed up and works collaboratively with prominent business leaders to spread and share best practise.</p><p> </p><p>Government also continues to support ‘Ban the Box’, an initiative run by Business in the Community (BITC). This initiative gives people with criminal convictions the opportunity to demonstrate relevant skills ahead of formally disclosing any conviction(s). So far 87 employers (including the Civil Service), covering more than 720,000 roles, have committed to adopting the Ban the Box scheme.</p><p> </p><p>Furthermore <em>Thriving at Work: the Stevenson/Farmer Review of Mental Health and Employers</em>, published in October 2017, set out the business case for employers to support their staff’s mental health. This was discussed during the passage of the Work and Welfare Reform Act 2016.</li></ul><p> </p><ul><li>Family and friend carers are able to receive support for the children in their care through the benefit system as they have access to child benefit and child tax credit on <strong>the same</strong> basis as parents.</li></ul><p> </p><ul><li>A cap at £23,000 in Greater London is equivalent to gross family earnings of around £29,000. A cap at £20,000 in the rest of GB is equivalent to gross family earnings of around £25,000</li><li>If we are to treat family and friend carers in the same way as parents for the other facets of the benefits system then it is right that the benefit cap principles should apply in the same way for family and friend carers as they do for parents.</li></ul><p> </p><ul><li>Where claimants need further financial support, Local Authorities can provide additional support through the use of Discretionary Housing Payments (DHPs). The funding for DHPs is specifically aimed at a number of groups who are likely to be particularly affected by the benefit cap. In December, 44% of households claiming housing support under Universal Credit were in the Private Rental Sector. We continue to engage with stakeholders in the Private Rental Sector to assess the effect of Universal Credit.</p><p> </p><p>Universal Credit is already significantly improving the rate at which those claiming benefits return to work.
