answer text <p>As the honourable Member notes, the functions of Parliament are currently exempt from the Public Sector Equality Duty. Making the functions of Parliament and of individual Members subject to the duty would make Parliamentary functions subject to compliance requirements by the Equality and Human Rights Commission and the control of the Courts, raising constitutional questions.</p><p> </p><p>Ministers of the Crown, when formulating policy, are acting as part of the Government and are therefore subject to the duty, as are Government Departments when preparing the policies behind primary legislation.</p><p> </p><p>The Government has no plans to change this position.</p> more like this

answer text <p>The EHRC has submitted this report to the United Nations as part of its work on monitoring the Convention on the Elimination of All forms of Discrimination Against Women.</p><p>The Government is firmly committed to tackling the major injustices across Great Britain that hold women back, including eliminating violence against women and girls and closing the gender pay gap. We have already made significant progress on safeguarding and improving women’s rights.</p><p>The draft EU Withdrawal Agreement, once finalised and agreed will allow the UK to continue participation in EU programmes until their closure, including the Rights, Equality and Citizenship Fund, which promotes non-discrimination, combats racism, xenophobia, homophobia and other forms of intolerance as well as promoting rights and equality.</p><p>This Government has already made a clear commitment to protect workers’ rights, and ensure that they keep pace with the changing labour market, including in our recent white paper on the future relationship between the UK and the EU. We do not need to be part of the EU to have strong protections in the workplace. The UK already goes beyond EU minimum standards in a number of areas, such as entitlement to annual leave, paid maternity leave and parental leave.</p>

answer text <p>We welcome Cranfield’s research, helping the business community to identify and address barriers to achieving gender-balanced leadership. Cranfield’s 2018 Board Report shows that the FTSE 100 are on track to meet the Hampton-Alexander Review target. This is for women to hold 33% of positions on FTSE Boards by 2020, as well as on Executive Committees and their Direct Reports. 29% of board positions are now held by women, up from 27.7% in October 2017 and 12.5% in 2011. The FTSE 250 however, need to take action to address their slow progress.</p><p>The Government is supporting the Hampton-Alexander Review targets. Our new requirement for large employers to publish gender pay gap information is also exposing where women face barriers to progression and supporting employers to remove these. Other initiatives that support the talent pipeline of women include the Women’s Business Council’s action groups: Starting Out, Getting On and Staying On. The Government has also allocated £5million to help people who have taken time out for caring responsibilities, to return to work.</p><p>Our £1.5m Women’s Votes Centenary Grant Scheme is supporting grassroots projects across England that encourage more women to participate in all levels of politics so that they can have an equal voice in decision-making.</p>

answer text <p>Regulations introduced in 2017 require employers with 250 or more employees to report specific data about their gender pay gap.</p><p>The Equality and Human Rights Commission has the power to take enforcement action against employers that breach the regulations. answer text <p>The Equality Act 2010 provides protection from discrimination for those that meet the definition of one or more of the protected characteristics covered by the Act and this includes conditions that might last less than 12 months but are likely to recur.</p><p> </p><p>We recognise that there are concerns that the protections offered by the Act may not be available to people with fluctuating mental health conditions, and this is one of the issues the Government is considering in its work on extending protection for those with mental health disorders.</p><p> </p><p>However, the Act is intended to provide protections from discrimination for employees who qualify as disabled, rather than general employment protection for those who experience episodes of ill health.</p><p> </p><p>A number of important statutory employment rights already apply to all workers as soon as they start work or once they have passed a qualifying period, including protection against unlawful deductions from wages and against unfair dismissal. This includes protection from unlawful sanctions by employers for legitimate sickness absences.</p><p> </p><p>Amending the Act in the way raised in the Question would therefore risk duplicating these existing protections, as well as significantly increasing the scope of the Act beyond its protection of disability.</p>

answer text <p>The priority theme for the 62nd session of the UN Commission on the Status of Women (CSW) was challenges and opportunities in achieving gender equality and the empowerment of rural women and girls. Working in collaboration with our EU partners, the UK Government helped to secure a strong outcome document, which included positive language on sexual and reproductive health and rights, the role of men in unpaid care, quality education and human rights.</p><p> </p><p>In addition, the UK delegation, led by the Secretary of State for International Development, had a successful programme, including ‎chairing side events to share good practice, bilateral meetings and delivering the UK national statement.</p> more like this

answer text <p>The Government is clear that discrimination and harassment of LGBT people is wrong.</p><p> </p><p>While there has been great progress in workplace equality over recent years, we know from the National LGBT survey that too many LGBT people feel unable to be themselves at work and that the majority of incidents in the workplace were left unreported.</p><p> </p><p>This is why we have committed in the LGBT Action plan to provide employers with free training materials to support LGBT inclusion in the workplace. We will also bring together employers to help us understand the experiences of LGBT staff in different sectors and to develop targeted interventions to improve the experience of LGBT people at work.</p><p> </p><p>The Advisory, Conciliation and Arbitration Service already provide invaluable advice to employers on workplace equality. They will make sure that LGBT harassment is included in sexual harassment policies and guidance they issue.</p> more like this
