star this property answer text <p>The Government Equalities Office has met with a range of representatives from political parties to consider what could help to increase the number of women standing for elected office. As part of the response to this the Centenary Fund supported an Ask Her to Stand event in London. 350 women who are interested in standing for elected office heard from women politicians from the main parties and took part in workshops providing practical advice on getting into politics and public life.</p><p> </p><p>In addition, the Government Equalities Office has been funding projects through the Government’s £5m Suffrage Centenary Fund that help deliver our aim to increase women’s participation in politics.</p><p> </p><p>Some of these projects are providing women with practical training in political skills – for example a political leadership programme for women in Bradford and Birmingham, and training in public speaking and media relations for women in the East Midlands, West Midlands and London.</p>

However, political parties are responsible for their candidate selection and should lead the way in improving diverse representation. I welcome the many efforts already ongoing from political parties to do so.</p><p>We believe diversity is important, as reflected in this Parliament as the most gender and LGBT diverse ever, but there is still more to do. The Government Equalities Office continues to work on supporting political participation, we have recently announced a fund to support disabled candidates to seek electoral office.</p> more like this

star this property answer text <p>The EHRC has submitted this report to the United Nations as part of its work on monitoring the Convention on the Elimination of All forms of Discrimination Against Women.</p><p>The Government is firmly committed to tackling the major injustices across Great Britain that hold women back, including eliminating violence against women and girls and closing the gender pay gap. We have already made significant progress on safeguarding and improving women’s rights.</p><p>The draft EU Withdrawal Agreement, once finalised and agreed will allow the UK to continue participation in EU programmes until their closure, including the Rights, Equality and Citizenship Fund, which promotes non-discrimination, combats racism, xenophobia, homophobia and other forms of intolerance as well as promoting rights and equality.</p><p>This Government has already made a clear commitment to protect workers’ rights, and ensure that they keep pace with the changing labour market, including in our recent white paper on the future relationship between the UK and the EU. We do not need to be part of the EU to have strong protections in the workplace. The UK already goes beyond EU minimum standards in a number of areas, such as entitlement to annual leave, paid maternity leave and parental leave.</p>

star this property answer text <p>The Equality Act 2010 provides protection from discrimination for those that meet the definition of one or more of the protected characteristics covered by the Act and this includes conditions that might last less than 12 months but are likely to recur.</p><p> </p><p>We recognise that there are concerns that the protections offered by the Act may not be available to people with fluctuating mental health conditions, and this is one of the issues the Government is considering in its work on extending protection for those with mental health disorders.</p><p> </p><p>However, the Act is intended to provide protections from discrimination for employees who qualify as disabled, rather than general employment protection for those who experience episodes of ill health.</p><p> </p><p>A number of important statutory employment rights already apply to all workers as soon as they start work or once they have passed a qualifying period, including protection against unlawful deductions from wages and against unfair dismissal. This includes protection from unlawful sanctions by employers for legitimate sickness absences.</p><p> </p><p>Amending the Act in the way raised in the Question would therefore risk duplicating these existing protections, as well as significantly increasing the scope of the Act beyond its protection of disability.</p>

star this property answer text <p>Mid-year figures for the Hampton-Alexander Review released last Wednesday showed that 29% of all FTSE 100 board positions are now held by women, an increase from 12.5% in 2011. There are now no all-male boards in the FTSE 100, down from 21 in 2010. While FTSE 100 firms are on track to meet their target, FTSE 250 firms need to take action to address their slow progress which includes 10 all-male boards.</p><p>The Review has now launched an online portal for all FTSE 350 companies to submit wider female leadership data. This will track progress against 2017’s extended targets for 33% of women across the Executive Committee and their Direct Reports, helping to ensure there is a sustainable pipeline of women for FTSE 350 board roles.</p> more like this

The consultation is running for sixteen weeks, closing on 19 October, at which point the Government will consider the contributions received and prepare its response.</p><p> </p><p>As part of the consultation, we are asking a question about whether respondents think there should be changes to the provisions of the Gender Recognition Act to accommodate people who identify as non-binary. star this property answer text <p>The Government Equalities Office is currently preparing the consultation on reform of the Gender Recognition Act, which will be published in due course. The responses to this consultation will be taken into account before deciding how to best reform the Gender Recognition Act 2004. <br> <br> Under the current Gender Recognition Act, trans people can change their legal gender by submitting a medical diagnosis of gender dysphoria, alongside other documentation including a second report from a medical professional, proof of having lived for at least two years in their acquired gender, and a statutory declaration that they intend to live in the acquired gender until death.</p><p>We are currently considering options for how we might we reform the current system, including examining how we could de-medicalise the legal process for changing gender.</p><p>The Gender Recognition Act does not, and will not, regulate the status of gender dysphoria as a mental health condition, as listed in medical handbooks. However, we are very clear that we do not consider being transgender to be a mental illness.</p>

star this property answer text <p>In July 2017, we announced our intention to consult on reforming the Gender Recognition Act 2004. We are currently considering the content of the consultation, and we will be publishing the consultation in due course. The consultation will run for at least 12 weeks.</p><p>We have been using the time since announcing our intention to consult, to analyse the responses from transgender people who responded to our National LGBT survey. In this survey, we asked about the views and experiences of transgender people who have applied for a Gender Recognition Certificate under the GRA. We will publish the results of this survey shortly.</p><p>Ahead of the consultation launch, we have also begun engaging with a wide range of people and organisations. These organisations include transgender, LGBT, women’s rights and faith groups.</p><p>The Government recognises that there are a wide range of views on how we might reform the Act. It has been valuable to hear these different voices prior to the consultation and we will continue to engage with stakeholders before, during, and after the consultation.</p><p>We are also working across Whitehall to ensure we fully understand what impact there could be from any reform to the Gender Recognition Act.</p>

star this property answer text <p>The Government has commissioned an evidence review to identify the barriers that limit women’s participation in national Government. The aim is to provide political parties with a range of solutions to draw on.</p><p>We are also developing a programme to inspire young women to be leaders in their communities, and develop the skills and aspiration for careers in public life, at all levels of governance. We will share more details in due course.</p><p>In November, the Government announced details of the £1.5 Women’s Suffrage Centenary Grant Scheme for projects to celebrate the centenary. Large grants of up to £125,000 will include projects to encourage women to participate in public life. The first successful projects will be notified in early April.</p> more like this

star this property answer text <p><br>Following the closure of the Government’s consultation on ‘Caste in Great Britain and Equality Law’ on 18 September 2017, we received 42 late responses in five separate postal mailings. This constituted 0.26% of the total number of responses received, and included responses from both those in favour of and those opposed to explicit legal protection against caste discrimination being included in the Equality Act 2010. Almost all late responses were campaign responses identical to others which had arrived on time.</p><p>Respondents had already had almost six months to reply to the consultation, and late responses were not taken into account in the Government’s analysis of the consultation’s results. The Government will be publishing this analysis and its response to the consultation in due course.</p> more like this

star this property answer text <p>In 2017 the Government introduced ground-breaking regulations requiring large employers, in both the public and private sector, to publish annually the differences between what they pay their male and female staff in average salaries and bonuses. They must do this by the deadlines of March 30th for public sector organisations, and April 4th for private and voluntary organisations</p><p>The transparency generated by these regulations will motivate employers to identify barriers to women’s progression in the workplace, and to take action to address them. It will also drive employers to increase awareness of the work they are already undertaking to achieve gender equality.</p> more like this

By continuing to recognise the importance of gender diversity at board level, we believe that UK businesses can achieve the 33% target for women on boards by 2020 without the need for a quota.</p> more like this

star this property answer text <p>The Government does not have an estimate of the number of individuals in the UK who identify as transgender. <br>The total transgender population is difficult to estimate for a number of reasons. For example, there is no standardised approach to collecting data on gender identity and some individuals are unwilling to disclose that they are transgender due to privacy concerns. <br>The Ministry of Justice publish statistics on the Gender Recognition Act process every quarter. The Equality and Human Rights Commission (EHRC) has powers to enforce compliance with this requirement. The EHRC has published a policy paper on its intended approach to enforcement here https://www.equalityhumanrights.com/en/publication-download/closing-gap-enforcing-gender-pay-gap-regulations.</p><p>More generally, the EHRC's 2017-18 Business Plan commits it to working with employers to demonstrate how changes to recruitment, retention, pay decisions and career pipelines can narrow pay gaps.</p> more like this

star this property answer text <p>In 2017 the Government introduced ground-breaking regulations requiring large employers to publish specific gender pay gap data.</p><p>Employers have to report their gender pay gap by the deadline, 30 March for the public sector and 4 April for the private and voluntary sector. This is not optional; it is the law.</p><p>Employers who fail to report on time or publish inaccurate data will be in breach of the regulations. They risk facing legal action from the Equality and Human Rights Commission, which has the power to take enforcement action against employers breaching the regulations. This could ultimately lead to court orders and fines.</p> more like this

This had barely changed from 2016, showing that robust action is needed from businesses to achieve the Hampton-Alexander Review’s target of 33% by 2020.</p><p>To increase the level of ambition, the Hampton-Alexander Review has now extended the executive pipeline target of 33% women from the FTSE 100 to the wider FTSE 350 – around 1 in 2 of all new appointments needing to go to women to achieve this target by 2020.
