answer text <p>Delivering a deal negotiated with the EU remains the Government’s top priority. However in the event of a ‘no deal’ businesses who trade with the EU will be subject to customs controls in the same way as businesses who are trading with the rest of the world. To help businesses make this transition, a number of temporary easements have been put in place which will help businesses make this transition.</p><p> </p><p>HMRC continues to proactively support businesses to meet their customs obligations engaging with a broad range of UK businesses and associations. Extensive guidance is available on gov.uk. HMRC has already written to 145,000 VAT registered EU businesses and 77,000 traders who trade with non-EU countries, to explain the steps they need to take to ahead of making import/export declarations. In addition, HMRC are actively engaged with a range of associations, small business trade bodies and intermediaries to help them prepare their members for any new customs obligations.</p><p> </p><p>Further support is available from customs intermediaries. HMRC wrote to businesses in February to explain what steps businesses should take, including how to make customs declarations themselves or via an intermediary. An £8 million investment has been made available to support intermediary training and increased automation.</p><p> </p>

answer text <p>Disguised Remuneration (DR) schemes are contrived arrangements that pay loans in place of ordinary remuneration, with the sole purpose of avoiding income tax and National Insurance contributions. The loans are provided on terms that mean they are not repaid in practice, so they are no different to normal income and are, and always have been, taxable.</p><p> </p><p>For both employers and individuals, late payment interest will be applied in the normal way, and is payable at the rates which are published by HMRC, currently 3.25%. However, where people settle with HMRC, and have taken reasonable care, they will not pay any penalties for inaccuracies on their tax returns.</p><p> </p><p>The charge on DR loans is expected to raise £3.2bn for the exchequer. The majority, 75%, is expected to come from employers rather than individuals. The best option for those individuals who are worried about the introduction of the charge on Disguised Remuneration loans is to come forward and speak to HMRC as soon as possible. They will work with all individuals to reach a manageable and sustainable payment plan wherever possible.</p><p> </p><p>HMRC has put special arrangements in place so that they are able to agree a payment plan of up to five years automatically for those with income below £50,000 and seven years for those with income below £30,000 where those scheme users are no longer engaging in tax avoidance. HMRC may be able to offer a longer payment plan for those that need more than five or seven years, or with income over £50,000, where further information is provided.</p>

answer text <p>Assessing the harm caused by unsuitable pension transfer advice and identifying the most effective ways to reduce it is a key priority for the Financial Conduct Authority (FCA).</p><p> </p><p>Last year, the FCA issued new rules and guidance on improving the quality of pension transfer advice. These provide advisers with a framework to better enable them to give good quality advice so that consumers can make better informed decisions.</p><p> </p><p>In December 2018, the FCA concluded a review on pension transfer advice which reviewed the suitability of the advice. The FCA has also requested data from every firm with permission to advise on defined benefit (DB) pension transfers to provide a complete picture on the market. Following the analysis of this information, the FCA will begin a wide-ranging programme of activity with firms in 2019.</p><p> </p><p>In addition to this, the FCA and The Pensions Regulator published a joint strategy in October 2018 which includes a workstream on improving member and consumer outcomes from DB pension transfers.</p>
