This is a level consistent with the recommendations of leading experts in the Bain Report. Our target is for the National Living Wage to reach £9 by 2020.</p><p> </p><p>On this basis, we have set the initial rate at £7.20 from April 2016. answer	answer is ministerial correction date of answer 09/02/2016 answer text <p>Disputes with taxpayers of all types as to the right amount of tax that is due are a normal part of tax administration. There is huge variation in the nature of tax disputes depending on the complexity of the taxpayer’s behaviour, the amount and type of tax at stake and the transactions undertaken. Under its statutory powers, HM Revenue and Customs (HMRC) resolves most civil tax disputes by agreement and without resorting to litigation where the settlement secures the tax that HMRC believes is due under the law. If the right amount can’t be agreed, the dispute goes to litigation at the Tribunal. For any dispute, HMRC’s decision on how it should be resolved is taken by the final appropriate decision maker with appropriate management oversight. For the majority of cases this will constitute authorisation by a case worker’s line manager. answer	answer is ministerial correction date of answer 03/02/2016 answer text <p>The HM Revenue and Customs (HMRC) office at Phoenix House, Oldham was announced for closure in February 2008 as part of HMRC’s earlier Regional Review Programme, and was partially vacated in November 2009 with the majority of staff relocating to Manchester and finally closed in May 2014.</p><p> </p><p>HMRC has not undertaken a separate value for money review on the closure of the office in Oldham. The Change Programme, of which the Regional Review Programme formed part, has been reviewed by the National Audit Office as part of its role to scrutinise public spending for Parliament to assess value for money. The NAO carried out a specific review on cost reduction within HMRC in 2013. This includes: £533m committed to Greater Manchester through the Local Growth Fund, which will support projects such as the new Ashton town centre interchange; a £900m gainshare agreement as part of the Devolution Deal, which will support projects such as the Trafford Metrolink extension; £199m as part of the city deal over ten years for local major transport schemes; £78m for the Factory theatre and arts venue at Spending Review 2015; and £235m for the Sir Henry Royce Institute for advanced materials research at the 2014 Autumn Statement.
