answer text <p>The Welsh Government Cabinet Secretary for Finance recently wrote to me setting out his intention to see an increase in the Welsh Government’s borrowing limits at the Spending Review to deliver investment priorities in Wales, including the M4 project.</p><p> </p><p>At Budget, we announced that the government will support the delivery of a new M4 relief road through a review of the Welsh Government’s capital borrowing powers at the Spending Review, to consider whether the borrowing cap should be increased by up to £300 million to support this vital project.</p> more like this

answer text <p>The UK government is devolving powers over Welsh rates of income tax to the Welsh Assembly. From April 2019, the Welsh Government will be able to set the basic, higher, and additional rates of income tax in Wales. These new tax powers, combined with the new funding settlement agreed in the Welsh Government’s fiscal framework, will mean the Welsh Government is responsible for raising more of what it spends.
