answer text <p>The Office of Financial Sanctions Implementation (OSFI) and The Department for Business and Trade (DBT) have published extensive guidance to support industry in complying with sanctions measures against Russia.</p><p>OFSI takes a proactive enforcement approach and is currently undertaking a number of investigations into suspected breaches of the oil price cap, using their legal powers to request information and working closely with our international partners in the G7+ Coalition.</p><p>HM Revenue &amp; Customs is responsible for enforcing export controls on strategic goods and sanctions and investigating potential breaches of those controls.</p><p>HMRC enforcement mechanisms are robust and act as a deterrent against those considering circumventing sanctions measures. They take breaches of sanctions seriously and undertake a preliminary investigation into all credible allegations of an offence. They have improved their capacity to investigate and enforce sanctions and are developing new capabilities to enforce sanctions on services under criminal law. Non-compliance with UK sanctions is a serious offence and punishable through large financial penalties or criminal prosecution.</p>

answer text <p>On 23 February, the Financial Action Task Force (FATF) expressed its concern about the growing financial connectivity of Russia with countries subject to countermeasures, namely North Korea and Iran, and the potential risks of proliferation financing, malicious cyber activities and ransomware attacks.</p><p>The UK’s recent joint statement (12 January 2024) is clear that Russia’s procurement of North Korean ballistic missiles and their use against Ukraine violate multiple UNSCRs. Actively facilitating the circumvention of UNSCR 1718 and violating its prohibitions undermines the global fight against proliferation, the UN sanctions regime, and consequently the financial sanctions requirements of the FATF standards. The UK will continue to call out Russia’s violation of UNSCRs both at the UN and within the FATF.</p> more like this

answer text <p>HMRC has been enforcing sanctions against Russia since 2014. Since increased sanctions were announced on 24 February 2022, HMRC has implemented a number of measures which aim to prevent the exportation and importation of restricted goods and respond to breaches of those sanctions.</p><p> </p><p>This includes increased border checks in collaboration with Border Force, trader awareness products and where appropriate the criminal investigation of any breaches, with a view to achieving an enforcement outcome such as a fine or prosecution.</p><p> </p><p>HMRC is conducting multiple ongoing investigations into credible reports of sanctions and export control offences, including controls on the supply of defence equipment to Russia and other countries. These investigations can take a year or more to conclude. The department does not comment on individual investigations.</p><p> </p><p>Since February 2022, HMRC has fined five UK companies through the Compound Settlement scheme for breaches of the UK’s trade sanctions on Russia. answer text <p>The Government has imposed a wide range of sanctions measures against Russia, including finance, trade and transport. The UK has implemented sanctions against Russia since 2014, following the illegal annexation of Crimea and Sevastopol from Ukraine, and the illegal invasion in 2022.</p><p> </p><p>The Office of Financial Sanctions Implementation (OFSI), part of HM Treasury, is responsible for the civil enforcement of financial sanctions breaches, including the imposition of civil monetary penalties. OFSI does not hold full information on the number of breaches across all sanctions measures against Russia.</p><p> </p><p>Since 2014, the UK has imposed fines totalling more than £20 million on firms for breaching financial sanctions related to Russia. OFSI has a range of enforcement tools it can use, in addition to civil monetary penalties, depending on the severity of the breach. These include issuing a private warning letter, publishing details of the breach but not issuing a penalty or making a referral to regulators.</p>
