star this property answer text <p>Since the Check, Challenge, Appeal system was introduced, the Valuation Office Agency (VOA) has received 82,300 Checks, 87% of which have been resolved. The Non-Domestic Rating (Alteration of Lists and Appeals) (England) (Amendment) Regulations 2017 allow for up to 12 months to complete a Check unless an extension is agreed. If an extension is not agreed the customer has the right to progress to Challenge. Some cases are more complex than others and this can affect the time taken to resolve them.</p><p> </p><p>As at 31 March 2019, the average time taken by the VOA to complete a Check is 54 calendar days.</p><p> </p><p>Of the Checks outstanding;</p><p>(a) 1,504 have been outstanding for more than three months;</p><p>(b) 757 have been outstanding for more than six months; and</p><p>(c) Fewer than five have been outstanding for over 12 months. Statistical disclosure guidelines mean the precise figure is too small to publish.</p><p> </p><p>Details of the longest time taken to complete a Check cannot be provided due to the possibility of breaching disclosure guidelines.</p>

star this property answer text <p>All Valuation Office Agency (VOA) staff are entitled to take five days of learning and development each year and have learning and development considered as part of performance discussions with their managers. Each team prepares individual and team learning plans, to meet their development needs. All professional staff have to complete the required continuing professional development each year.</p><p> </p><p>All property valuations for business rates are undertaken by staff with specialist training. Some cases will be dealt with by qualified chartered surveyors and others by trained caseworkers. The VOA has a comprehensive control and assurance system in place to ensure that quality of valuations is of an appropriate level.</p> more like this

star this property answer text <p>Autumn Budget 2017 announced that the Valuation Office Agency (VOA) would revalue properties for business rates purposes every three years, instead of every five, following the next revaluation (currently due in 2022).</p><p> </p><p>To enable the VOA to deliver more frequent revaluations, ratepayers will need to provide information regularly on who is responsible for business rates and property characteristics including use and rent. The Government will consult on the detail in due course.</p> more like this

star this property answer text <p>In July 2015, the Supreme Court, in the Mazars v Woolway case, clarified existing rating law relating to communal spaces such as staircases, corridors and lifts. The Valuation Office Agency (VOA) has a legal duty to adapt its practices to reflect the judgment.</p><p> </p><p>The VOA assesses the value of property and not the businesses that occupy the property. As such, it does not hold information on whether the occupant of a property is a small or medium business.</p> more like this

These include the complexity of a case or whether it proceeds to a hearing by the independent Valuation Tribunal. Some cases can be held up in litigation or placed on hold at the ratepayer's request. The Government has reformed the appeals process to ensure that genuine appeals can be dealt with more quickly.</p> more like this
