This enables the Regulator to conduct a market study on ownership of the payment systems and, depending on the outcome, to refer the question of ownership to the Competition and Markets Authority. The building is Grade 2* listed, situated very close to Parliament and many other buildings of historic and architectural importance.</p><p> </p><p> </p><p> </p><p>Of the three main renewable sources – solar, wind and water – from which energy can be micro-generated, only solar might be considered appropriate in this location.</p><p> </p><p> </p><p> </p><p>Accordingly and in response to a ministerial initiative in February 2014, a brief study, in consultation with the PFI partner and FM provider, was carried out to assess the viability of solar photo-voltaic (PV) arrays on the building. 	answer	answer is ministerial correction date of answer 09/12/2014 answer text <p>1 Horse Guards Road, London SW1, is the only building on the HM Treasury estate over which the department has the necessary control of the structure and services to consider improving energy efficiency by the provision of further insulation. However, as the building is Grade 2* listed, options for doing this are very limited.</p><p> </p><p> </p><p> </p><p>The building was totally refurbished in 2002 under a PFI agreement and insulation in the structure was incorporated to the standard required at the time. It has solid walls and a flat roof structure, so retro-fitting further insulation would be both very expensive and disruptive to the business of the five Government departments and 10 ministers that operate from the building.</p><p> </p><p> </p><p> </p><p>The PFI partner and FM provider concentrate on ensuring insulation to services are well-maintained and renewed when necessary. 	answer	answer is ministerial correction date of answer 11/03/2015 answer text <p>65+ Bonds can be cashed in without penalty after the death of a sole, or last surviving Bond holder.</p><p> </p><p> </p><p> </p><p>Information about the tax treatment of 65+ bonds is available in the brochure for the bonds, the terms and conditions under which the bonds are issued and in the annual statement issued to bond holders.</p><p> </p><p> </p><p> </p><p>The income earned on the bonds is taxable and tax at the basic rate will be deducted when interest is added to a bond. This applies equally to any bond interest paid after the bond holder’s death. This has brought access to free-to-use ATMs to over 1.5 million people and progress towards covering even more communities continues.</p><p> </p><p>LINK has established a Financial Inclusion Programme to provide free-to-use ATMs where they are needed, by installing ATMs that are subsidised to make their operation commercially viable for operators.
