No decisions have been made yet on the scope and timescale of this work.</p><p> </p><p>TfN’s work on the Central Pennines Strategic Development Corridor is providing a strategic programme case for multimodal investment in this corridor. It has informed TfN’s recently published Investment Programme, which includes reinstatement of the Skipton-Colne link as a scheme. The total cost of the studies carried out by Network Rail and the Department’s consultants (Steer) to assess the feasibility, costs and benefits for reinstating the Skipton-Colne line for passengers and freight, a project championed by Andrew Stephenson MP, the Hon Member for Pendle, as part of a new Trans-Pennine rail route was £210,360.</p><p> </p><p>Further feasibility work to confirm whether this scheme can be made affordable, will attract sufficient traffic, and is part of the right long-term solution for trans-Pennine rail traffic will be commissioned by the Department for Transport working closely with Transport for the North. It will be funded from the Department’s existing resources. Many forward thinking businesses and consumers are already benefiting from whole life cost savings that can be made from choosing plug-in vehicles. The Government already offers the Plug-in Car Grant to help with the cost of purchasing electric vehicles and has pledged that this will continue in some form until at least 2020. Consumer incentives in some form will continue to play a role beyond 2020. The Government has established a favourable tax regime to incentivise the purchase of the cleanest vehicles, in particular zero emission vehicles.</p><p> </p><p>The Government recognises that the availability of adequate charging infrastructure is vital and offers a variety of grant funding schemes to support recharging infrastructure in motorists’ homes, workplaces and on residential streets. The Charging Infrastructure Investment Fund (CIIF), funded with £200m of new Government investment and matched by £200m from private investors, will accelerate the roll-out of charging infrastructure and enable thousands more publicly accessible chargepoints. It is important to ensure that new vehicles such as a e-scooters are built and can operate safely, both for people riding them and for other people using the roads. Whilst e-scooters can be used on private property (with the landowner’s permission), in general it is illegal to ride them on the road. This includes on cycle lanes, or tracks, or on the pavement.</p><p>An information sheet on powered transporters, including electric scooters, and where they can be used is available online at</p><p><a href="http://www.gov.uk/government/publications/powered-transporters/information-sheet-guidance-on-powered-transporters" target="_blank">www.gov.uk/government/publications/powered-transporters/information-sheet-guidance-on-powered-transporters</a>.</p><p>Through the Future of Mobility Grand Challenge, the Department is exploring how new technologies are changing the nature of transport.
