star this property answer text <p>The use of rail replacement buses is always regrettable when the passenger rightly expects a train to complete his or her journey. However, restricting the use of buses to planned engineering works only will deprive many people of transport when serious incidents occur, for example when the railway is closed to deal with the aftermath of an fatality or other operating incident. The Department will continue to work with the industry to limit the use of bus replacements services and therefore the impact on passengers. However, in a complex and growing network buses may offer the best solution to retain a consistent, reliable service for passengers in certain circumstances.</p> more like this

star this property answer text <p>Chris Gibb’s independent report into Southern Rail makes a number of recommendations for the network that we are already working with industry to deliver.</p><p>In early January we committed an extra £300 million to improve infrastructure resilience, and we have established a new board to tackle issues ahead of the huge upgrades Thameslink will bring in 2018. However Chris Gibb found the main cause of widespread disruption for passengers was union action and unusually high levels of sick leave.</p> more like this

In early January we committed an extra £300m funding for Network Rail to boost the resilience of the infrastructure along the Brighton mainline and associated routes. The report could not be published during the pre-election period and we have published the report as soon as possible following the general election.</p>

Figures from April 2013 are as follows:</p><p> </p><table><tbody><tr><td><p><strong>Year</strong></p></td><td><p><strong>Cost (£M)</strong></p></td></tr><tr><td><p>2013/14</p></td><td><p>9.461</p></td></tr><tr><td><p>2014/15</p></td><td><p>8.544</p></td></tr><tr><td><p>2015/16</p></td><td><p>14.620</p></td></tr><tr><td><p>2016/17</p></td><td><p>12.652</p></td></tr></tbody></table><p> </p><p>These figures include adviser costs (financial, technical and legal advisers) and VAT where applicable.</p><p> </p><p>The costs of procuring the current Intercity East Coast franchise (awarded 2015) were not charged to the public purse and are not included in the above figures (these costs were covered by the Performance Bond that National Express put forward following its default of the previous East Coast contract).</p><p><strong> </strong></p><p>Note that the sums invested in each re-franchising project are dwarfed by the (Resource) Support for Passenger Rail Services benefits to the Department from the re-franchising.</p>
