<p>The agreements with both Freight Operators are still live, and as a responsible Government we have a duty to prepare for all scenarios. In the event that a deal is implemented the Department will review its options and exercise its rights where appropriate, noting that the amount retained will be dependent on the specific scenario at the time.</p>
