answer text <p>The Government has recently commissioned three pieces of work looking into Network Rail:</p><p> </p><p>- Dame Colette Bowe is looking at what lessons can be learnt from the planning of the Control Period 5 programme in order to improve future rail infrastructure investment. This will report in September.</p><p> </p><p>- Sir Peter Hendy is looking at how we can put the current investment programme back on a sustainable footing. This will also report in the autumn.</p><p> </p><p>- Nicola Shaw will look to the future: advising the government on how it should approach the future shape and financing of Network Rail in the longer term. This will report in time for Budget 2016.</p><p> </p><p>The terms of reference for Bowe are available in the Libraries of the House.<ins class="ministerial"> Those for Shaw will also be placed in the Libraries of the House. Terms of reference for Hendy have not been published.</ins></p><p> </p><p><del class="ministerial">Terms of reference for the other two pieces of work have not been published.</del></p><p> </p><p>Network Rail and the Office of Rail and Road are also conducting their own reviews internally. Any terms of reference are held by the respective organisations.</p><p> </p>

answer text <p>HM Treasury has published the central government main supply estimates for 2015-16.</p><p> </p><p> </p><p> </p><p>The Department for Transport’s Estimate for 2014-15 included a Capital Departmental Expenditure Limit (DEL) of £9.5 billion, whereas the planned Capital DEL expenditure for 2015-16 is £6.1 billion, a difference of £3.4 billion.</p><p> </p><p> </p><p> </p><p>However, this is largely due to the reclassification of Network Rail to Central Government, not any reduction in capital expenditure.  From 1 April 2015, all elements of Network Rail’s income, capital and resource expenditure are consolidated through the Department as Annually Managed Expenditure. The Network Rail grant (£3.8 billion in 2015-16), formerly treated as Capital DEL, no longer scores in the Department’s budgets on consolidation.</p><p> </p> more like this

answer text <p>The Driver and Vehicle Licensing Agency (DVLA) takes the protection and security of its data very seriously. A comprehensive set of safeguards is in place to ensure data is disclosed only to legitimate organisations and where it is lawful and fair to do so.</p><p> </p><p> </p><p> </p><p>To request information from the DVLA, private parking management companies must be a member of an appropriate Accredited Trade Association. The requirement helps to ensure that those requesting DVLA data operate within a code of practice that promotes fair treatment of the motorist and ensures that there is a clear set of standards for operators including an independent appeals process.</p><p> </p><p> </p><p> </p><p>There are currently two Accredited Trade Associations for the parking industry; the British Parking Association and the Independent Parking Committee.</p><p> </p><p> </p><p> </p> more like this

answer text <p>There is a package of improvements to deliver significant journey time reductions between Bradford and Manchester. This is to be undertaken in two phases:  as part of the Northern Hub early phases, there will be improvements from Manchester to Sowerby Bridge and later, with independent local funding, improvements are being promoted by West Yorkshire Combined Authority between Sowerby Bridge and Bradford.  The two schemes together should cut the journey time to 53 minutes, which is approaching an around 9 per cent saving on the current best journey time.</p><p> </p> more like this
