answer text <p>The Department for Transport and the CAA do not currently believe there is any justification on safety grounds for such a measure, and therefore will not be pursuing this. This is due to the findings of the recent independent General Aviation safety review finding both that non-UK / European registered aircraft operating in the UK have an accident rate no higher than average, and that there is no evidence that these aircraft are maintained to a lower standard. Legislation of this type would also impact aircraft registered in the EU that are currently able to circulate freely between the UK and the EU.</p> more like this

answer text <p>The majority of third country registered aircraft based in Europe are non-complex aircraft registered in the US, used for recreational aviation. The Department for Transport recently commissioned an independent review into the safety of recreational General Aviation. Both the review and evidence from the CAA show there is no evidence that overall non-UK registered aircraft are maintained to a lower standard than UK registered aircraft, and that overall non-UK and European registered aircraft do not have a higher accident rate. Introducing restrictions could unnecessarily impact aircraft registered in Europe that are operated and maintained to the same standards as those in the UK.</p><p> </p><p>For these reasons, the Department for Transport does not consider there to be a safety case to proactively discourage UK-based aircraft from being registered to third countries. Further, changes made at European level, which the UK has adopted, have removed some of the incentives for registering an aircraft with a third country. We are closely following proposals by the European Aviation Safety Agency on this topic, and will consider whether a parallel approach would be appropriate for the UK post-Transition Period.</p>

answer text <p>In May, the Government announced £2 billion of new funding for cycling and walking. £225 million is being made available to local authorities in 2020-21 via the Emergency Active Travel Fund to invest in new cycling and walking infrastructure, including road closures where appropriate.</p><p> </p><p>Local authorities are free to make their own decisions about the streets under their care, provided they take account of the relevant legislation. They are responsible for ensuring that their actions are within the law and are accountable to local people for their decisions and their performance. Local councillors are responsible for ensuring that local decisions about street infrastructure take account of the needs and opinions of local people.</p> more like this

answer text <p>The Department has been working with key stakeholders, including Cycling UK, to undertake a review of The Highway Code to tackle the safety issues that cyclists and pedestrians face, or perceive, when travelling on our roads and support the Government’s aim of increasing cycling and walking.</p><p> </p><p>On 28 July, the Government published a consultation on the proposed changes to The Highway Code which includes the 10 amendments proposed by Cycling UK. answer text <p>On 28 July, the Prime Minister launched ambitious plans to boost cycling and walking, where half of all journeys in towns and cities are cycled or walked by 2030. As part of this drive, the Government is committed to installing more cycle racks in town and city centres and where they are most needed. The Cycling and Walking Plan can be viewed at: <a href="http://www.gov.uk/government/publications/cycling-and-walking-plan-for-england" target="_blank">www.gov.uk/government/publications/cycling-and-walking-plan-for-england</a></p><p> </p><p>In May, the Government announced £2 billion of new funding for cycling and walking. £225 million is being made available to local authorities in 2020-21 via the Emergency Active Travel Fund. The Department made clear to local authorities that some of this funding could be used for cycle parking to complement new cycle routes. answer text <p>Passenger journeys fell sharply in March, and remained at 5% of last year’s levels for most of April and May. They have since recovered to about 30% of last year’s journey levels for most of August.</p><p> </p><p>Our priority remains the safety of staff and passengers.
