answer text <p>The Infrastructure and Projects Authority’s (IPA’s) support to the HS2 Programme is part of the normal assurance process for projects of this size, as mandated by Ministers. The Cabinet Secretary’s involvement is also normal for projects on the scale of HS2.</p><p> </p><p>The IPA’s role on the Government's Major Projects Portfolio is to provide expertise in infrastructure and the financing, delivery and assurance of major projects, to support more effective management and delivery across government. The cross government assurance involves relevant experts from the Infrastructure and Projects Authority, the Department for Transport, HM Treasury and HS2 Ltd.</p> more like this

answer text <p>The partnership are contracted to provide advice to the Department on all rail franchises in relation to the Secretary of State’s duties under Section 30 of the Railways Act 1993.</p><p> </p><p>The partnership is also currently advising the Department on a mobilisation plan for the Cross Country franchise. This plan is being prepared on a contingency basis which will be implemented in the event that negotiations on a Direct Award to the current operator fail to reach a successful commercial conclusion.</p> more like this

answer text <p>Virgin Trains East Coast (VTEC) currently provide free wifi to Standard Class passengers for at least the first 15 minutes of use. They also provide free wifi to Standard Anytime ticket holders who have purchased their tickets through corporate sales channels. By end of October 2016, VTEC will provide free wifi to all customers who book through the Franchise Operator's website. VTEC are currently in negotiations with suppliers to provide free wifi by end of 2016 at all VTEC managed stations.</p><p> </p> more like this

answer text <p>I last met with representatives from across the insurance industry on 14 January to discuss a range of issues. These included young driver safety and technology measures which can reduce the cost of insurance and thus reduce incentives to drive without insurance and the implications of a European Court of Justice Judgment on the scope of compulsory motor insurance. In addition I met with the British Insurance Brokers’ Association last summer, shortly after my appointment.</p><p> </p><p>My officials have regular meetings with representatives from the insurance industry. At these a range of issues have been discussed including young driver safety and technology such as telematics, uninsured driving, the scope of compulsory motor insurance, and driverless cars. Representatives of some parts of that industry have raised with us the issue of Insurance Premium Tax; this is a matter for the Chancellor of the Exchequer.</p><p> </p><p>There have been no recent meetings with personal injury law firms regarding motor insurance.</p>

answer text <p>The Fourth Railway Package has no impact on this provision of domestic primary legislation, which prohibits the award of passenger rail franchises to public sector operators. The EU legislation would not itself prohibit awards to public service operators if in future the domestic prohibition were removed. Similarly, section 30 of the Railways Act 1993, which puts the franchising authority under a duty to secure the continuity of services – including by directly operating the services – will continue to apply.</p><p> </p><p>The current text of the Fourth Railway Package permits direct awards, including to public sector operators, in a range of circumstances including where they can be justified by the characteristics of the network and potential benefits to passengers.</p> more like this
