answer text <p>The Government is committed to developing an inclusive transport system which disabled people, including wheelchair users, can use easily and confidently. It is vital that taxis and private hire vehicle services play their role in ensuring that wheelchair users have the same access to public transport as everyone else.</p><p> </p><p>The previous Government’s response to the Task and Finish Group report on taxi and private hire vehicle (PHV) licensing, set out its commitment to taking action to ensure that taxi and PHV drivers receive disability awareness training. This remains the Government’s position.</p><p> </p><p>In the meantime, later in the year we propose to issue for consultation revised best practice guidance for local licensing authorities, which will include strengthened recommendations on supporting an inclusive service.</p> more like this

answer text <p>The Government is committed to developing an inclusive transport system which disabled people can use easily, comfortably and without additional cost, and it is essential that taxi and private hire vehicle services play their part in making this happen.</p><p> </p><p>In 2017, the Government commenced legislation to prevent wheelchair users from being refused carriage or charged extra. We expect all local licensing authorities to use the powers available to them to ensure that the service for which they are responsible is accessible to all who need it.</p><p> </p><p>We plan to undertake research to understand the reasons why wheelchair users and assistance dog owners continue to be discriminated against by a minority of taxi and PHV drivers, and the tools available to eliminate such unacceptable behaviour.</p> more like this

answer text <p>It is vital that taxi and private hire vehicle (PHV) services are accessible to passengers wishing to use them, which is why, in April 2017, we commenced the outstanding provisions of S165 and 167 of the Equality Act 2010, requiring drivers of designated vehicles to provide wheelchair users with appropriate assistance and refrain from charging them extra.</p><p> </p><p>The law applies to drivers only where their vehicle has been designated as wheelchair accessible by the local licensing authority. We are encouraged that around a third of authorities have or are planning to designate vehicles, but believe that every authority should take this important step to protect wheelchair users travelling in their area.</p><p> </p><p>We have provided authorities with guidance to support their implementation of the new requirements, and have reminded them in writing of their role in eliminating discrimination against disabled taxi and PHV passengers. We will continue to remind authorities of their responsibilities so that wheelchair users and other disabled people can travel, free from the fear of discrimination.</p>

answer text <p>Both taxis and private hire vehicles (PHVs) provide disabled people with an essential service, enabling them to complete door-to-door journeys where other forms of transport may not be accessible.</p><p> </p><p>Section 165 of the Equality Act 2010 ensures that drivers of designated wheelchair accessible taxis and PHVs cannot charge wheelchair users more than other passengers, and we encourage licensing authorities to take the steps necessary to ensure the rules apply to drivers in their area.</p><p> </p><p>Authorities should also use their existing powers to ensure that taxi and PHV fleets include an appropriate mix of vehicles to ensure the service they provide is accessible to wheelchair users and other disabled people.</p> more like this

answer text <p>Wheelchair users should be able to travel by taxi and private hire vehicle free from the fear of discrimination, which is why we commenced the remaining provisions of s.165 and s.167 of the Equality Act 2010 last year. An increasing number of licensing authorities are applying the requirements to drivers within their jurisdiction and we encourage the remainder to do likewise. Producing the list of wheelchair accessible vehicles provides greater protection and also increases awareness among drivers and vehicle owners of the duties and responsibilities this places on them.</p><p> </p><p>We meet regularly with our statutory advisors, the Disabled Persons’ Transport Advisory Committee, regarding this and other issues affecting the travelling experience of disabled passengers, and we will continue to monitor the efficacy of the policy.</p><p> </p> more like this

answer text <p>It is essential that taxi and private hire vehicle (PHV) services meet the needs of people wishing to use them.</p><p> </p><p>Licensing authorities have the powers required to determine the composition of their taxi and PHV fleets and we encourage them to use these to ensure both services are accessible to a range of passengers, including those who use wheelchairs.</p><p> </p><p>Under the Equality Act 2010 taxi and PHV operators already need to make reasonable adjustments to enable disabled people to access their services; and from the 6<sup>th</sup> April drivers of vehicles designated as wheelchair accessible will be required to provide passengers in wheelchairs with assistance and to refrain from charging them extra.</p> more like this
