answer text <p>We have not estimated the cost of constructing a link road to Leeds Bradford International Airport as this would be a local road and the relevant local authority would be responsible for developing a scheme proposal. The Government sponsored study into improving connectivity to Leeds Bradford International Airport used an estimate provided by Leeds City Council of £38m in 2012 prices.</p><p> </p><p> </p><p> </p><p>The Aviation Policy Framework published in March 2013 makes clear that developers should pay the costs of upgrading transport links where there is a need to cope with increased passenger numbers, but that a public funding contribution will be considered if the scheme has a wider range of beneficiaries. The relevant local authorities would therefore be responsible for assembling a funding package for a link road, in partnership with developers and other local stakeholders. Local Growth Funding could be used to provide a public sector contribution, and the West Yorkshire Combined Authority is being provided with a contribution of up to £781m towards the West Yorkshire Plus Transport Fund between 2015/15 and 2034/35. The Fund has been set up to deliver transport improvements across West Yorkshire and York.</p><p> </p>

answer text <p>The Regional Air Connectivity Fund has been used to provide financial support for two public service obligation (PSO) routes. Without this support it was assessed that both Dundee and Newquay airports would have lost their air connectivity to London.</p><p> </p><p> </p><p> </p><p>As PSOs can only be used to support routes that are not commercially viable it is not expected that either route will be commercially viable within the period that they are eligible for funding.</p><p> </p> more like this

answer text <p>The Government has not made a general assessment of the adequacy of road and rail access to regional airports. It is for regional airports to work with their local authorities, local bus and rail companies and Local Economic Partnerships to identify opportunities to promote access to airports.</p><p> </p><p> </p><p> </p><p>Where the scheme has a wider range of beneficiaries, the Government will consider, along with other relevant stakeholders, the need for additional public funding on a case-by-case basis.</p><p> </p><p> </p><p> </p><p>With respect to Leeds Bradford, the Leeds Bradford International Airport Connectivity Study set out the potential benefit of a new link road and recommended further consideration of the opportunity for a rail link to be provided in the longer term. The Chancellor set out the Government’s response to the study in the 2014 Autumn Statement, in which he encouraged the West Yorkshire Combined Authority to consider how to take the recommendations forward.</p><p> </p>

answer text <p>There is currently £20 million annually available for the next three years from the Regional Air Connectivity Fund. The Government has already provided £3.4 million to support both the Dundee to London Stansted route and the Newquay to Gatwick route through public service obligations in 2014/15 and 2015/16 and has committed a further £2million over this and the next three financial years to support these routes.</p><p> </p><p>In addition to this the Government undertook earlier this year an initial application stage for airlines to bid for start-up aid funding. The Government will announce after the July Budget how we will take this forward.</p><p> </p> more like this

answer text <p>The Regional Air Connectivity Fund currently provides financial support for two public service obligation routes (PSO). In assessing the suitability of these routes the Department for Transport undertook an economic appraisal. Whilst this did not identify directly the number of jobs created or supported, it did calculate the economic benefits associated with funding each route.</p><p> </p><p> </p><p> </p><p>The Department assessment of the Dundee – London Stansted PSO was that it would generate £3.9 million worth of benefits over the two year funding period, whilst the Newquay Cornwall – London Gatwick PSO would generate £13.3 million worth of benefits over the four year funding period.</p><p> </p> more like this
